The meeting determined that:
First, accelerate network upgrading and capacity expansion as an important focus for expanding effective investment. This year, fiber to home access ports account for more than 90%, and Gigabit broadband access networks are deployed in more than 300 cities to promote fixed and mobile broadband into the Gigabit era. In view of weak links in rural and remote areas, more than 600000 4G base stations were expanded and newly built throughout the year, realizing a national administrative village coverage rate of more than 98%.
Second, focus on strengthening the network capacity in key areas such as industrial Internet, education and medical treatment, and increase effective investment. Strengthen the construction of industrial Internet special lines. During the year, the broadband network access rate of primary and secondary schools in China reached 97%, generally with 100 megabyte access capacity. We will promote the full coverage of hospitals at or above the county level and the special network of medical federations.
Third, implement the requirements for reducing tariffs. China Mobile
Initiative 1: 'check the network age and send traffic', up to 30g. Since May 1, 2019, China Mobile has uniformly launched the activity of checking the network age and sending traffic throughout the network. Customers can receive different traffic from 2019 to 10086. The longer the network age, the more traffic, and up to 30g traffic. The activity has been highly concerned by the majority of Internet users and the media, with good customer response and high participation. Second, people can't enjoy the speed limit, but they don't support it. Since April 20, 2019, China Mobile has launched Changxiang series packages in 10 provinces (cities) including Beijing, Sichuan and Liaoning. The package is the first product with no speed limit. The more traffic outside the package is used, the cheaper it will be. The package contains 50g traffic, supports multi-person sharing, and gives broadband and broadband TV, family number and other rights and interests for free. Measure 3: add a minimum of 10 yuan and enjoy 'voice doubling'. From May 17, 2019, China Mobile will launch the "voice doubling" activity nationwide. On January 20, 2019, China mobile set up a network wide upgrade complaint center and used 10080 as the service quality supervision hotline to collect and listen to customers' voices more timely and accurately, and centrally accept, quickly verify and accurately handle all kinds of upgrade complaints from customers. If the customer thinks that the reasonable demands put forward through service channels such as 10086 hotline have not been properly handled or there is a dispute over the handling results, he can call 10080 to reflect the problem and get feedback within 120 hours at the latest.

If it is not completed within the time agreed by both parties, China Mobile will compensate the customer's mobile phone traffic and send 1GB for each delayed day.

Move 2: significantly reduce the data roaming charges in Hong Kong, Macao and Taiwan.
