In this supervision and random inspection, Jiangsu Quality Supervision Bureau entrusted Jiangsu paper printing product quality inspection station and Huai'an quality inspection institute to carry out the inspection. Of 162 batches of samples, 88 batches of tissue paper and 74 batches of toilet paper.
According to the inspectors, this supervision and random inspection is mainly based on the hygiene standard for disposable sanitary products issued in 2002, the standard for toilet paper issued in 2006, and the standard for tissue paper issued in 2011. The technical requirements of current national standards for toilet paper and tissue paper are mainly different in three aspects:
First of all, microbial requirements, tissue paper is obviously stricter than toilet paper;
The second difference is that in terms of raw materials, the national standard of tissue paper stipulates that recycled fibers are not allowed to be used as raw materials, while toilet paper is OK;
Third, in terms of performance indicators, tissue paper has the requirements of longitudinal wet tensile strength, in addition, tissue paper is more strict than toilet paper in dust, ash and so on.
In general, the technical requirements of tissue paper are higher than that of toilet paper.
During the interview, the reporter noted that the unqualified rate of tissue paper was much higher than that of toilet paper in this supervision and spot check. Among the 35 batches of unqualified samples, 28 batches were tissue paper.
Unqualified tissue paper is too many and insufficient
The quantity of tissue paper inside is a quantity information that the manufacturer clearly indicates to the consumer how many pieces of paper are contained in this package of tissue paper on the external packaging of the enterprise.
However, in this supervision and spot check, 13 batches of tissue paper were found to be unqualified, which is what we usually call short weight.

Part of tissue paper is made of waste paper
In addition to the insufficient content, the second major problem found in this test is that the production enterprises use recycled fibers as raw materials in violation of regulations.
According to the national standard of tissue paper, recycled fibers are not allowed to be used, and primary wood fibers or non wood fibers must be used.
The national standard of toilet paper allows the use of native wood fiber, non wood fiber and waste paper fiber. Wood fiber refers to the original wood pulp. Non wood fiber includes rice straw, straw, bamboo and sugarcane pulp. The recycled fiber is the waste pulp.
Testing personnel told reporters that the color of tissue paper produced by the original wood pulp is Ben White, while the color of tissue paper produced by recycled fiber is gray and dark. At the same time, there are usually residual ink spots on the surface of waste raw materials.

In order to reduce costs, some manufacturers use the tissue paper base paper containing recycled fiber illegally.
Some of the tissue paper performance indexes are unqualified
In the further testing, the inspectors found that some of the performance indicators of tissue paper are unqualified, which directly affect the use of consumers, and this is also the different requirements of tissue paper and toilet paper.
According to the inspector, the longitudinal wet tensile strength is an important performance index of tissue paper.
