The new "Regulations on the application and use of motor vehicle driver's license" relaxes the conditions for the disabled to apply for the driver's license, so that the right lower limbs, both lower limbs and hearing disabled people can apply for the driver's license when they meet the conditions, and standardizes the management systems such as the physical conditions, examination requirements and driver's license examination of the disabled, so that more disabled people can enjoy the right to drive a car, but also protect the disabled Personal and property safety of the sick and other traffic participants.
The disabled person with right or both lower limbs can apply for driving a small automatic block passenger car for the disabled after passing the physical examination by a special medical institution designated by the provincial competent health department and the special assessment of the degree of disability, sitting and standing ability, operating ability, etc. Specifically: 'both lower limbs are sound and have normal motor function, and the unequal length shall not be more than 5cm. However, if the left lower limb is missing or loses the movement function, the driver may apply for the motor vehicle driving license of the small automatic block vehicle quasi driving model. If the right lower limbs or both lower limbs are missing or lose their motor function but can sit and stand on their own, they can apply for the motor vehicle driving license of the small automatic block passenger car for the disabled.
The disabled with hearing impairment are allowed to apply for driving license. Specifically: 'the two ears can distinguish the direction of sound source 50 cm away from the tuning fork. Those who have hearing impairment but can meet the above requirements by wearing hearing aid equipment can apply for the motor vehicle driving license of small car and small automatic block car.
Relax the restrictions on the condition of driving small car fingers. Specifically: 'the thumbs of both hands are sound, the other fingers of each hand must have three fingers sound, and the movement functions of limbs and fingers are normal. However, if the end of the finger is incomplete or the thumb of the right hand is missing, you can apply for a motor vehicle driving license for a small car or a small automatic block car.
When driving a small automatic passenger car for the disabled, a special mark for the disabled shall be set up on the car.
Relevant provisions
According to the provisions on the application and use of motor vehicle driver's license, Article 11 a person applying for a motor vehicle driver's license shall comply with the following provisions:
(I) age conditions:
1. Those who apply for small cars, small automatic block cars, small automatic block passenger cars and mopeds for the disabled shall be over the age of 18 and under the age of 70;
2. Those who apply for low-speed truck, tricycle, ordinary tricycle, ordinary two wheeled motorcycle or wheeled self-propelled mechanical vehicle are over 18 years old and under 60 years old;
3. Those who apply for the permitted driving models of urban buses, large trucks, trolleybuses or trams shall be over 20 years old and under 50 years old;
4. Those who apply for the quasi driving model of medium-sized bus shall be over 21 years old and under 50 years old;
5. Those who apply for tractor quasi driving models shall be over 24 years old and under 50 years old;
6. Those who apply for quasi driving models of large buses shall be over 26 years old and under 50 years old.
(2) physical conditions:
1. Height: the height of the application for the quasi driving model of large buses, tractors, city buses, large trucks and trolleybuses is more than 155 cm. For medium-sized passenger cars, the height is more than 150 cm;
2. Vision: for the application of large buses, tractors, city buses, medium buses, large trucks, trolleybuses or trams, the naked vision or corrected vision of both eyes shall reach above 5.0 in logarithmic vision table. In case of application for other quasi driving models, two eyes' naked vision or corrected vision shall reach above 4.9 in logarithmic vision table;
3. Color discrimination: no red green color blindness;
4. Hearing: the two ears can identify the direction of sound source 50 cm away from the tuning fork. For those who have hearing impairment but can meet the above requirements by wearing hearing aid equipment, they can apply for the motor vehicle driving license of small cars and small automatic block cars;
5. Upper limbs: the thumbs of both hands are sound, the other fingers of each hand must have three fingers, and the movement functions of limbs and fingers are normal. However, if the end of the finger is incomplete or the thumb of the right hand is missing, the driver may apply for a motor vehicle driving license for a small car, a small automatic block car, a low-speed truck, or a three wheeled vehicle;
6. Lower limbs: both lower limbs are sound and have normal motor function, and unequal length shall not be more than 5cm. However, if the left lower limb is missing or loses the movement function, the driver may apply for the motor vehicle driving license of the small automatic block vehicle quasi driving model. If the right lower limbs or both lower limbs are missing or lose their motor function but can sit and stand on their own, they may apply for the motor vehicle driving license of the small automatic block passenger car for the disabled;
7. Trunk and neck: no motor dysfunction.
