Order No. 139 further relaxed the physical conditions of those applying for motor vehicle driver's license, so that more disabled people could drive vehicles. After the implementation of the new regulations, the disabled who meet the following requirements can apply for the motor vehicle driving license of the designated model:
1. If the monocular vision is impaired, the excellent naked vision or corrected vision reaches above 5.0 in the logarithmic vision table, and the horizontal vision reaches 150 degrees, you can apply for the driving license of small car, small automatic block car, low-speed truck, tricycle, small automatic block passenger car for the disabled;
2. Those who have hearing impairment but can distinguish the direction of sound source by wearing hearing aid equipment with two ears 50 cm away from the tuning fork can apply for the motor vehicle driving license of small car and small automatic block car;
3. If the end of the finger is incomplete or the left hand has three fingers, and the palms of both hands are complete, you can apply for a motor vehicle driving license for a small car, a small automatic block car, a low-speed truck, or a three wheel vehicle.
4. If the left lower limb is missing or loses the movement function, the driver can apply for the motor vehicle driving license of the small automatic block vehicle;
5. If the right lower limbs or both lower limbs are missing or lose their motor function but can sit and stand autonomously, and the upper limbs meet the relevant regulations, the driver can apply for the motor vehicle driving license of the small automatic block passenger car for the disabled;
6. If one hand is missing, the other hand has a sound thumb, the other fingers have two fingers, the upper limbs and fingers have normal movement functions, and meet the relevant regulations of the lower limbs, the driver can apply for the motor vehicle driving license of the small automatic block passenger car for the disabled. It is understood that among the above six items, items 1, 3 and 6 are new items, and items 2, 4 and 5 are original reserved items.

Article 12 a person applying for a motor vehicle driver's license shall comply with the following provisions:
(I) age conditions:
1. Those who apply for small cars, small automatic block cars, small automatic block passenger cars and mopeds for the disabled shall be over the age of 18 and under the age of 70;
2. Those who apply for low-speed truck, tricycle, ordinary tricycle, ordinary two wheeled motorcycle or wheeled self-propelled mechanical vehicle are over 18 years old and under 60 years old;
3. Those who apply for the permitted driving models of urban buses, large trucks, trolleybuses or trams shall be over 20 years old and under 50 years old;
4. Those who apply for the quasi driving model of medium-sized bus shall be over 21 years old and under 50 years old;
5. Those who apply for tractor quasi driving models shall be over 24 years old and under 50 years old;
6. Those who apply for quasi driving models of large buses shall be over 26 years old and under 50 years old;
7. Students who have received full-time driving vocational education and apply for driving models of large buses and tractors shall be over 20 years old and under 50 years old.
(2) physical conditions:
1. Height: the height of the application for the quasi driving model of large buses, tractors, city buses, large trucks and trolleybuses is more than 155 cm. For medium-sized passenger cars, the height is more than 150 cm;
2. Vision: for the application of large buses, tractors, city buses, medium buses, large trucks, trolleybuses or trams, the naked vision or corrected vision of both eyes shall reach above 5.0 in logarithmic vision table. In case of application for other quasi driving models, two eyes' naked vision or corrected vision shall reach above 4.9 in logarithmic vision table. For monocular vision disorder, excellent naked vision or corrected vision reaching more than 5.0 in logarithmic vision table, and the horizontal vision reaching 150 degrees, you can apply for the motor vehicle driving license of small car, small automatic block car, low-speed truck, tricycle, small automatic block passenger car for the disabled;
3. Color discrimination: no red green color blindness;
4. Hearing: the two ears can identify the direction of sound source 50 cm away from the tuning fork. For those who have hearing impairment but can meet the above requirements by wearing hearing aid equipment, they can apply for the motor vehicle driving license of small cars and small automatic block cars;
5. Upper limbs: the thumbs of both hands are sound, the other fingers of each hand must have three fingers, and the movement functions of limbs and fingers are normal. However, if the end of the finger is incomplete or the left hand has three fingers, and the palms of both hands are complete, you can apply for a motor vehicle driving license for a small car, a small automatic block car, a low-speed truck, or a three wheel vehicle;
6. Lower limbs: both lower limbs are sound and have normal motor function, and unequal length shall not be more than 5cm. However, if the left lower limb is missing or loses the movement function, the driver may apply for the motor vehicle driving license of the small automatic block vehicle quasi driving model;
7. Trunk and neck: no motor dysfunction;
8. If the right lower limbs and both lower limbs are missing or lose the motor function but can sit and stand independently, and the upper limbs meet the requirements of item 5 of this item, the driver's license of the small automatic block passenger car for the disabled can be applied for. If one hand is missing, the other hand has a sound thumb, the other fingers have two fingers, the upper limbs and fingers have normal movement functions, and the lower limbs meet the requirements of item 6 of this item, a motor vehicle driving license for a small automatic block passenger car for the disabled can be applied for.
