1. Define the scope of the pilot
This year, the pilot program started on April 1 in 16 cities including Tianjin, Baotou, Changchun, Nanjing, Ningbo, Ma'anshan, Fuzhou, Ji'an, Qingdao, Anyang, Wuhan, Nanning, Chengdu, Qiandongnan, Dali and Baoji.
2. Clear requirements
Limited training vehicle
The self-study direct test vehicle shall be a non operating small vehicle or a small automatic stop vehicle, equipped with auxiliary braking device and auxiliary rear-view mirror for the use of the vehicle guide personnel, and shall be insured for compulsory traffic insurance according to the regulations after passing the vehicle safety technical inspection.
Limited on-board Guide
The vehicle guide shall obtain the driving license of the corresponding or higher vehicle type for more than five years, have no record of drug use, have no traffic accident of death or serious injury, have no record of 12 points or have the driving license revoked.
Limit training route and time
Learning and driving on the road shall be carried out according to the route and time specified by the public security traffic management department. Highways, urban expressways, roads around schools and hospitals shall not be used as learning and driving routes, and 0 to 5 o'clock and peak hours of road traffic shall not be used as learning and driving hours.
3. Clear management system
Get the learning driving certificate and special logo for learning car free of charge
Establish the management system of special signs for learning vehicles. After passing the subject I test, the self-taught direct examinees and the accompanying guidance personnel jointly receive the learning driving certificate and special signs for learning vehicles from the vehicle management institute free of charge. The self-taught personnel shall, according to the guidance of the accompanying guidance personnel, learn to drive on the road, carry the learning driving certificate, and place and paste the special sign of the learning vehicle before and after the limited training vehicle body. A one-to-one correspondence system between vehicles and personnel shall be established. Only one self-taught person, one on-board instructor and one self-taught vehicle shall be allowed to sign on a special sign for learning vehicle within the specified time. The vehicle guiding personnel shall not use self-study vehicles to engage in business driving teaching activities.
4. Clear legal responsibility
According to the law, the vehicle guide shall be responsible for the traffic accident
According to the road traffic safety law and its implementing regulations, the self-taught personnel who have traffic violations under the guidance of the vehicle guide shall be punished. If a self-taught person fails to obtain the learning driving certificate, the learning driving certificate is over the validity period, or the unqualified person guides with the vehicle, the self-taught person shall be punished according to the illegal act of driving the vehicle without the motor vehicle driving license; if the self-taught person drives the vehicle, the actor shall be punished. In case of any traffic accident during the learning and driving period, the vehicle guiding personnel shall bear the responsibility according to law. In case of no qualified personnel, the self-taught personnel shall bear the legal responsibility on their own.
