Earlier, Zhejiang, Heilongjiang, Jilin, Anhui, Xinjiang and other places have issued the regulation of "Prohibition of alcohol" for official reception, and several roads such as self brought alcohol and alcoholic drinks have been blocked.
If you want to drink in official activities, there is only one way: not only to find a superior unit or leader for approval, but also to find the Commission for Discipline Inspection for record.
Alcoholic juice? No!
In 2013, the State Office of the CPC Central Committee issued the regulations on the administration of domestic official reception of Party and government organs, and then many provinces successively issued the upgraded version of "alcohol prohibition order". Heilongjiang and Jilin issued relevant regulations on official reception in 2014, requiring that all official activities in the province should not drink alcohol.
According to the regulations on Prohibition of drinking in official activities in Anhui Province, except for Foreign Affairs reception and investment promotion, no one or any unit is allowed to drink alcohol or alcoholic beverages in official activities in Anhui Province.
Opinion journalists note that some regions have also made detailed regulations on what alcohol is prohibited. In June 2014, Zhumadian Municipal Government of Henan Province issued the Interim Provisions on forbidding the office staff to drink at noon on working days, which not only blocked the back door with "never drink at noon on working days for any reason", but also clearly defined the prohibited liquor, including white wine, wine, yellow wine, beer and other alcoholic beverages.
In the eight regulations on Prohibition of alcohol, the Hunan Higher People's court also listed the types of prohibited alcoholic drinks, including all kinds of white wine, red wine, yellow rice wine, beer, fruit wine and other alcoholic drinks. '
It is worth mentioning that Heilongjiang also requires that official reception activities involving foreign affairs reception, investment attraction, reception of famous overseas Chinese, politicians of Hong Kong, Macao and Taiwan, as well as celebrities from all walks of life, can provide wine produced in the mainland of Heilongjiang Province according to standards, and never allow high-grade wine.
Bring it by yourself? No way!
Today, Guizhou Province printed and distributed the regulations on comprehensive prohibition of alcohol in official activities in Guizhou Province. According to the regulations, all official activities in the whole province are prohibited from providing any alcoholic drinks, and all alcoholic drinks provided by any unit or individual, including those brought by individuals, are prohibited. All official activities in the whole province are prohibited from giving any alcoholic drinks with public funds. No drinking is allowed during working hours and noon on working days.
The reporter noted that the regulation specifically mentioned the problem of bringing drinks, which was expressly prohibited.
In the past, some cadres also believed that the "prohibition order" was aimed at the use of public funds to buy alcohol, and that it was not illegal to bring or buy alcohol at one's own expense. In this regard, Qiao Xinsheng, Dean of the Institute of integrity of Zhongnan University of finance, economics and law, said in an interview that as long as drinking during working hours and official reception may affect the performance of work, it is a violation of regulations. If the public money purchases and reimburses drinks, the nature is more serious.
The Anhui version of the "Prohibition of alcohol" also stipulates that, in addition to foreign affairs reception and investment promotion activities, no alcohol is allowed for official activities in the province, and no alcohol is allowed at noon on weekdays. The term "no drinking without exception" means that no one or any unit is allowed to drink alcohol or alcoholic beverages.
Tan Huixiong, deputy head of the discipline inspection team of Hunan Provincial Commission for Discipline Inspection in Hunan Academy of higher learning and director of the Supervision Bureau of Hunan Academy of higher learning, said in an interview that official reception includes not only official reception on working days, but also official reception on rest time and legal holidays. The eight regulations forbid drinking, including not only drinks purchased with public funds, but also drinks brought by individuals.
What to do if you want to drink? Approval + filing

Opinion journalists noted that the prohibition of alcohol in Guizhou specifically stipulates that: for major foreign affairs and investment promotion activities, if it is really necessary to provide alcohol and alcohol, the principle of "one purchase, one approval" shall be followed, and the undertaker shall report to the person in charge of the unit or the work for review and approval, and at the same time report to the Discipline Inspection Commission at the same level for record.
In other words, if you want to make a special case of drinking, you have to have the record of the Commission for Discipline Inspection.
On May 2, this year, Leshan Discipline Inspection Commission and Leshan Supervision Bureau issued and began to implement the notice on Further Regulating drinking behavior of Party and state staff, which clearly regulates drinking behavior and forbids drinking in official activities, except foreign affairs activities and major investment promotion activities. If it is really necessary to drink alcohol, it shall be examined and approved by the principal of the leading department.
In addition, the regulations on Prohibition of drinking in official reception issued by Xinjiang also requires that those who need drinking due to special circumstances such as foreign affairs reception and investment promotion shall be reported to the Discipline Inspection Commission (Discipline Inspection Group) at the same level for review and approval. The regions, departments and units that fail to implement effectively and lead to frequent violations of regulations and disciplines within their jurisdiction will be seriously held responsible.
