The party and the state attach great importance to the problem of students with family economic difficulties going to school. In recent years, the relevant departments of the central government have intensively issued relevant subsidy policies and measures, and have established a student subsidy policy system covering pre-school education to graduate education, so as to ensure that no student will be out of school due to family economic difficulties.
1、 Higher education student subsidy policy
（1） The education stage of the junior college students: the state grants, the state student loans, the compensation of tuition compensation loans, the school grants, the work study, the difficult subsidies, the food subsidies, the tuition relief, the "green channel" and many other ways of hybrid funding system
1. National scholarship. The national scholarship for junior college students is used to award special outstanding full-time college students in Junior College (including higher vocational education and the second bachelor's degree). 50000 junior college students are awarded every year, 8000 yuan per student every year.
2. National inspirational scholarship. It is used to reward and subsidize full-time college students (including higher vocational and second bachelor's degree) with both excellent quality and learning and family financial difficulties. The national inspirational scholarship grants about 3% of the total number of students in the national full-time colleges and universities (including higher vocational education and the second bachelor's degree), and each student is 5000 yuan per year. In the same academic year, National Encouragement scholarship and national scholarship cannot be obtained at the same time.
3. State grants. It is used to support full-time college students (including higher vocational education and second bachelor's degree) with family financial difficulties. The national grant is about 20% of the total number of students in full-time college students (including higher vocational education and second bachelor's degree). The average subsidy standard is 3000 yuan per student per year, which can be divided into 2-3 grades.
4. National student loan. The national student loan is a kind of credit student loan which is led by the government and provided by financial institutions to students with financial difficulties in Colleges and universities without guarantee or mortgage. It helps to solve the tuition and accommodation expenses during the school year. In principle, the loan amount of each academic year shall not exceed 8000 yuan and the loan term shall not exceed 20 years. The national student loan interest rate shall be the benchmark interest rate of the same grade announced by the people's Bank of China at the same time, and shall not rise. The loan interest of the loan students during the school period shall be fully subsidized by the finance, and the interest after graduation shall be paid by the students, and the principal shall be repaid as agreed. There are two modes for students with family financial difficulties to apply for national student loan: one is to apply for national student loan on campus, that is, to apply to the handling bank through their school; the other is to apply for credit student loan on student source, that is, to apply to the relevant financial institutions through the student funding management institution in the county (city, district) where their household registration is located.
5. Compensation of basic employment tuition compensation loan. For the fresh graduates of full-time ordinary institutions of higher learning affiliated to the central department, who voluntarily go to the grass-roots units in the central and western regions and the hard and remote areas for employment and service period of more than three years (including three years), tuition compensation or national student loan compensation shall be implemented. The amount of compensation and compensation shall be determined according to the tuition fees actually paid or the national student loans obtained by the graduates during the school year. The amount of compensation and compensation shall not be higher than 8000 yuan per student per year. 1 / 3 of the total amount of compensation or compensation each year, completed in three years. The reimbursement of tuition compensation loans for local university graduates shall be formulated and implemented by local governments with reference to the central policies.
6. Compensation of tuition for compulsory military service and Tuition Reduction. Corresponding to the tuition fees paid by the college students and graduates who are enlisted in the compulsory military service or the state student loans they have obtained during their schooling, one-time compensation or compensation shall be implemented, and the tuition fees of the college students (including the freshmen) who return to school after retirement shall be reduced or exempted. The amount of compensation and compensation shall be determined according to the actual tuition paid or the national student loan obtained by the students during the school year, and the amount of Tuition Reduction and exemption for retirement and resumption shall be determined according to the actual tuition charged, and each student shall not be more than 8000 yuan per year.
7. Compensation for tuition of directly recruited non commissioned officers. For college students directly recruited as non commissioned officers, one-time compensation shall be made for the tuition paid during their enrollment or the national student loan obtained by them. The amount of compensation and compensation shall be determined according to the actual tuition paid or the national student loan obtained by the graduates during their enrollment. The amount of compensation and compensation shall not be higher than 8000 yuan per student per year.
8. Free education for normal students. Free education for normal students is implemented in six normal universities directly under the Ministry of education, including Beijing Normal University, East China Normal University, Northeast Normal University, central China Normal University, Shaanxi Normal University and Southwest University. During the period of free education, normal students are exempted from tuition, accommodation and living expenses. The subsidy for normal students in local normal universities shall be implemented by the local governments themselves. Students who enjoy free education for normal students can apply for national scholarship, but not for national inspirational scholarship and national Bursary.
9. Education support for retired soldiers. Education assistance shall be given to retired soldiers who have been retired for more than one year and have been admitted to full-time colleges and universities for independent employment. Contents: first, tuition support; second, living expenses support for retired soldiers with family financial difficulties; third, other awards and grants. According to the tuition standards set by the provincial people's government, the maximum amount of tuition subsidy per student per academic year shall not exceed 8000 yuan. The standard of living expenses and other awards and grants shall be implemented in accordance with the relevant provisions of the state's current policy on university student grants.
10. New student enrollment support program. Starting from 2012, the project of financial aid for freshmen with family financial difficulties in the central and western regions has been launched to solve the problem of the road fee between the student's family and the admission school and the short-term living expenses after admission. The freshmen admitted by colleges and universities in the province (District, city) are subsidized by 500 yuan per person, and the freshmen admitted by colleges and universities outside the province (District, city) are subsidized by 1000 yuan per person.
11. Work study. The school sets up work study posts inside the school and provides students with work study opportunities outside the school. Students with family financial difficulties are preferred. In principle, students shall not participate in the work study program for more than 8 hours a week and 40 hours a month. In principle, the labor remuneration shall not be lower than the minimum wage standard or the minimum living security standard set by the local government or relevant departments.
12. In school funding. The university sets up scholarships, bursaries, subsidies for difficulties, food subsidies, interest free loans, tuition reduction, etc. within the University by using the funds drawn from the business income and the donations from social organizations, enterprises, institutions and individuals.
13. Green channel. Full time colleges and universities establish a "green channel". For those freshmen who are admitted or unable to pay the tuition, they should first go through the enrollment procedures, and then take different measures to support them according to the actual situation of the students.
（2） Graduate education stage: the state grants, the "three aid" post allowance, the state student loan, tuition compensation loan compensation and other ways are carried out simultaneously
1. National scholarship. The national scholarship for postgraduates is used to award outstanding postgraduates. 45000 students are awarded annually, including 35000 master students, 20000 yuan per student, 10000 doctoral students and 30000 yuan per student.
2. Academic scholarship. The scholarship is set up to encourage graduate students to study hard, devote themselves to scientific research, have the courage to innovate and be aggressive. According to the charging standard, academic achievement, scientific research achievement, social service and family economic condition, the Central University determines the coverage, grade, reward standard and evaluation method of graduate academic scholarship (the reward standard can be set in different files). The academic scholarship standard for postgraduates shall not exceed 60% of the national scholarship standard for postgraduates at the same stage. The policy of academic scholarship for graduate students in local colleges and universities shall be formulated and implemented by local governments with reference to the central policy.
3. State grants. It is used to subsidize the basic living expenses of all full-time graduate students (except those with fixed wage income) included in the national graduate enrollment plan of National Ordinary Colleges and universities. The subsidy standard for master's degree is not less than 6000 yuan per year for each student, and that for doctor's degree is not less than 10000 yuan per year for each student.
4. "Three assistance" post allowance. Institutions of higher learning use funds such as education grants, scientific research funds, tuition income and social donations to set up post of "Three Assistances" (assistant research, assistant teaching and assistant management) for graduate students, and provide "Three Assistances" allowance. In principle, the assistantship allowance is mainly disbursed through the labor cost and indirect scientific research cost in the scientific research project funds, and the funds needed for the assistantship allowance and the assistantship allowance are borne by colleges and universities. The allowance standard of "three assistance" for postgraduates shall be reasonably determined by the University in accordance with the relevant provisions of the state and in combination with the local price level and other factors.
5. National student loan. The conditions, procedures and other relevant regulations for graduate students to apply for national student loans are basically the same as those for college students. In principle, the graduate student loan is mainly the national student loan in the campus, and the amount of each student loan in each academic year shall not exceed 12000 yuan.
6. Compensation of basic employment tuition compensation loan. The conditions, procedures and relevant regulations for the graduates to apply for tuition compensation loan compensation for grassroots employment are basically the same as those for the graduates of the college. 7. Compensation loan and tuition deduction for compulsory military service tuition. The conditions, procedures and relevant regulations for graduate students to apply for tuition compensation loan compensation and tuition deduction for conscription in compulsory military service are basically the same as those for students of our college. The amount of compensation or tuition fee reduction for each graduate student shall not be more than 12000 yuan per year.
8. Compensation for tuition of directly recruited non commissioned officers. The conditions, procedures and relevant regulations of applying for tuition compensation loan compensation for postgraduates who are directly recruited as Sergeants are basically the same as those for junior college students. The amount of compensation and compensation for postgraduates shall not be more than 12000 yuan per year.
9. Education support for retired soldiers. Education assistance shall be given to retired soldiers who have been retired for more than one year, admitted to ordinary institutions of higher learning and included in the national full-time postgraduate enrollment plan. 2、 Secondary vocational education student subsidy policy
We have set up a policy system of student financial assistance, which is mainly based on tuition free and state grants, supplemented by school and social assistance and on-the-job internship.
1. Tuition free
The state exempts all rural (including county and town) students, urban students majoring in agriculture, students with family economic difficulties, and students majoring in artistic drama performance from tuition fees (except other students majoring in artistic performance) among the full-time students of grade 1, 2 and 3 in secondary vocational schools.
Students who meet the tuition free requirements of private secondary vocational schools shall be subsidized according to the tuition free standard of local public secondary vocational schools of the same type and major. If the tuition standard is higher than the tuition free standard of public schools, the students' families shall bear the part; if it is lower than the tuition free standard of public schools, subsidies shall be given according to the actual tuition standard of private schools.
2. State grants
The objects of state grants are full-time formal students of grade 1 and grade 2 in agricultural related majors and non agricultural related students with family financial difficulties. The standard students are 2000 yuan per year.
The proportion of students with family economic difficulties is determined according to the region. 11 contiguous and extremely poor areas such as Liupanshan and rural students (excluding the county seat) of secondary vocational schools in Tibet, four provinces, Tibetan areas and three prefectures in southern Xinjiang are all included in the scope of financial aid.
If the scope of tuition free policies and financial aid policies for secondary vocational education issued by local governments is greater than or the relevant standards are higher than the national standards, they can continue to be implemented in accordance with local measures.
