According to the "China economic life survey" launched by the National Bureau of statistics, excluding work and sleep, the average leisure time of Chinese people in 2017 was 2.27 hours per day, down from 2.55 hours three years ago. In contrast, the average leisure time of the United States, Germany, Britain and other countries is about 5 hours a day, more than twice that of the Chinese.

In addition, the daily leisure time of residents in big cities is less. The daily leisure time of residents in Shenzhen, Guangzhou, Shanghai and Beijing is 1.94, 2.04, 2.14 and 2.25 hours respectively.

The green paper points out that in addition to inadequate leisure time, Chinese residents' leisure time is not balanced and free because the paid leave system has not yet been implemented. In the survey of Beijing, it was found that the complete implementation rate of the weekly leave system, the legal holiday system and the paid leave system were 79.2%, 59.2% and 62.9% respectively, and only 34.2% of the three types of leave system could fully enjoy. The main reason is' too busy to work and no time off ', which accounts for 45.6%, followed by' unit unpaid leave system ', which accounts for 20.0%, and' too much competitive pressure and worry about unemployment 'which accounts for 12.8%.

The quality of life is gradually rising, while leisure time is compressed. The green paper points out that since the "12th Five Year Plan" (2011-2015), the quality of life of residents has been improved year by year, but with the improvement of national income, the corresponding extension of working hours has reduced leisure time.

The green paper points out that with China's socio-economic entering a new era, people's leisure awareness has gradually increased, and leisure has become a key variable affecting residents' happiness and life satisfaction. Leisure development faces important opportunities, but also various deficiencies.
