Notice on the implementation of "three supports and one support" plan in 2018

In order to implement the implementation opinions on further guiding and encouraging college graduates to work at the grassroots level (LBF [2017] No. 37) issued by the general office of the provincial Party committee and the general office of the provincial government, and do a good job in the implementation of the "three supports and one support" plan for college graduates in 2018 in our province, we hereby have the following information on relevant matters:

1、 Recruitment scope

Graduates of 2016-2018 full-time university bachelor's degree or above from general universities in the province, and graduates of 2016-2018 full-time university bachelor's degree or above from general universities outside the province and overseas universities recognized by the state. For 20 counties (cities, districts) and long island counties with heavy poverty alleviation tasks (see Annex 1), it can be appropriately extended to junior college education. For 52 counties (cities and districts) with financial difficulties (see Annex 2), 20 counties (cities and districts) and long island counties with relatively heavy poverty alleviation tasks, graduates with household registration of their own county (city, district) or surrounding counties (cities and districts) can be recruited according to the proportion of no more than 50% of township institutions in the recruitment plan. The full-time graduates of senior technical school or technical college who have obtained the vocational qualification of senior engineer or preparatory technician shall apply for the positions that meet the requirements respectively according to the full-time higher vocational (junior college) or undergraduate graduates.

2、 Recruitment conditions

(1) They are firm in ideals and beliefs, loyal to the party, good in morality, law-abiding, practical in work style and strong in sense of organizational discipline; they volunteer to work at the grass-roots level, serve rural revitalization, and obey organizational arrangements.

(2) The professional knowledge is solid, and the graduation certificate and degree certificate of corresponding academic system are obtained on time; the ability of organization and coordination, problem-solving and language expression are strong, with development potential and outstanding comprehensive performance.

(3) He has the nationality of the people's Republic of China and has reached the age of 18 (born before May 24, 2000).

(4) Physical and mental health, in line with the recruitment of public institutions staff physical examination standards.

(5) Persons who have one of the following circumstances shall not apply for the examination:

1. Non current graduates of full-time colleges and universities;

2. Active servicemen;

3. Persons who have been subject to criminal punishment and who have been dismissed from public service;

4. Personnel who have been accepted by grassroots service projects;

5. Other circumstances that are not allowed to be employed as personnel of public institutions according to laws.

Each city may make supplementary regulations on the job demand, recruitment scope, specialty and other conditions.

3、 Recruitment process

(1) Collect position information

According to the post requirements put forward by the township and grass-roots service units under the premise of establishment and post vacancy, each city shall sort out and summarize them and submit them to the provincial "three supports and one support" work coordination and management office in the form of Excel before April 27. The post requirements include the following fields: City, county (District), affiliated unit, post code, number of people, post type, sub item, education background, degree requirements, name of required major and similar major, and other requirements. In the process of job recruitment, cities should appropriately combine the poor and remote areas and the posts with higher professional restrictions, so as to avoid the waste of Posts and examination Resources caused by the cancellation or reduction of Posts due to failing to reach the opening proportion.
