Article 2 These Detailed Rules shall apply to the application, examination and management of public rental housing in Huainan urban area (hereinafter referred to as "public rental housing").
The term "Huainan urban public rental housing" as mentioned in these Detailed Rules refers to the housing of guaranteed nature which is invested and constructed by the municipal government, the units directly under the municipal government or the Huainan district government within the scope of Huainan District, with the construction standard and rent level limited, and rented to eligible families with housing difficulties and new employees, migrant workers from other places and other special personnel with housing difficulties.
The Municipal Public Security Bureau is responsible for verifying the household registration, identity information and ownership of motor vehicles of the applicants and family members. The Municipal Bureau of housing and urban rural development is the competent department of housing security of our city, which is responsible for guiding and coordinating the examination and approval management of public rental housing allocation in Huainan urban area and the supervision and management after allocation of housing sources directly under the city.
Huainan public rental housing sales policy
The people's Government of the town (sub district office) shall arrange full-time or part-time staff to assist the housing security management agency to do a good job in the reporting and statistics of the demand for indemnificatory housing, the application acceptance of public rental housing and the preliminary qualification examination.
Article 1 of the measures for the administration of public rental housing: in order to improve the housing security system of this Municipality, standardize the construction, distribution and management of public rental housing, these measures are formulated in accordance with relevant laws and regulations and in combination with the actual situation of this Municipality.
Article 2 of the measures for the administration of public rental housing: These Measures shall apply to the planning, construction, collection, distribution, supervision and management of public rental housing in the administrative region of this Municipality.

Article 4 the municipal and district housing security departments shall be responsible for the overall planning, construction, management and supervision of public rental housing.
The municipal development and reform, finance, public security, supervision, civil affairs, finance, human resources and social security, land, statistics, tax, real estate registration and other departments shall be responsible for the relevant work of public rental housing in accordance with their respective responsibilities. The municipal and district housing security administration agencies shall be responsible for the declaration of public rental housing demand, examination and registration, waiting for rent allocation, construction and management.
