Recently, the State Development and Reform Commission, the Civil Aviation Administration, the central civilization office, the Supreme People's court, the Ministry of finance, the Ministry of human resources and social security, the State Administration of Taxation, the CSRC and other departments jointly issued the opinions on properly limiting the use of civil aircraft by certain serious dishonest people to promote the construction of social credit system within a certain period of time, which was implemented on May 1. There are two types of restrictions in the opinions: one is that the passenger is punished by the public security organ or investigated for criminal responsibility for his / her relevant behavior in the airport or aircraft; the other is the person responsible for his / her serious breach of law and dishonesty in other fields.

Among them, the acts that seriously affect the flight safety and production safety of civil aviation are included in the restricted scope of the airport and the aircraft, including: the passenger fabricates and intentionally spreads false terrorist information related to civil aviation air defense safety in the airport or the aircraft; uses forged, altered or falsely uses other's boarding identity documents and boarding vouchers; carries or consigns dangerous goods and violations specified by national laws and regulations Prohibited and controlled goods; forcibly boarding, intercepting aircraft, forcibly breaking into or impacting aircraft cockpit, runway and apron.

The opinion also points out that if a certain serious dishonest person who seriously affects the flight safety and production safety of civil aviation restricts the use of civil aircraft, the period of validity shall be one year, calculated from the date of expiration of the publicity period, and automatically removed at the end of one year.

These 10 behaviors include:

1. Fabricating or deliberately disseminating false terrorist information related to civil aviation air defense security;

2. Using forged, altered or falsely used identity papers or boarding certificates of others;

3. Blocking, forcibly occupying and impacting check-in counter, security inspection channel and boarding gate (channel);

4. Carrying or consigning dangerous goods, contraband and controlled articles as stipulated by national laws and regulations;

5. Deliberately concealing articles prohibited or restricted by civil aviation other than those stipulated by the state in the carry on or checked baggage;

6. Forcibly boarding or intercepting the aircraft, and forcibly breaking into or impacting the cockpit, runway and apron of the aircraft;

7. Obstruct or incite others to obstruct the crew, security inspection, check-in and other civil aviation staff to perform their duties, and carry out or threaten to carry out personal attacks;

8. Forcibly occupying seats, luggage racks, fighting, making trouble, deliberately damaging, stealing, opening aircraft or aviation facilities and equipment without authorization, etc. to disturb the order of the cabin;

9. Using open fire, smoking or using electronic equipment in violation of regulations in the aircraft and not listening to the dissuasion;

10. Stealing other people's articles in the aircraft.
