Four seas network: April to October is the prone period of geological disasters in our city, in which the rainy season from May to June and the typhoon season from July to September are the high prone period. Recently, the municipal government issued the geological disaster prevention and control plan in 2018, pointing out that there are 54 administrative villages (neighborhood committees) in the city that should focus on geological disaster prevention, and 9 geological disaster points should focus on prevention.
There are 112 local disasters (hidden dangers) in the city
According to the forecast of main seasonal climate trend of Xiamen in 2018 issued by Xiamen climate change monitoring and assessment center, this year, the geological disasters in Xiamen are mainly collapses and landslides, and the total number is close to all year round.
According to the plan, as of February 2018, there are 112 registered geological disaster (hidden danger) points in the city, including 9 dangerous and dangerous geological disaster points, 19 towns (streets) and yards and 54 administrative villages (neighborhood committees) that should focus on geological disaster prevention.
Specifically, mountainous area, piedmont area, high and steep slope area, valley and gully area, mining area, etc. are the areas prone to geological disasters in our city. The areas prone to geological disasters are mainly located in Tingxi town and Lianhua town in Tong'an District, Damaoshan farm and Xinwei town in Xiang'an District, Houxi town and Guankou town in Jimei District, caijianwei mountain in Haicang District, and Huwei mountain Xianyue mountain in Xiamen Island -Yuanshan, Hongshan dongpingshan yundingyan area.
Prevention and control of geological disasters
Prevention and control of geological disasters focus on preparing for the future. According to the plan, all districts and relevant departments shall actively carry out pre flood investigation and inspection, organize and do well in the investigation of geological hazards and the inspection of implementation of disaster prevention in the areas of village, highway, railway, mining area, communication facilities, electric power facilities, municipal facilities, construction site and temporary work shed, school, tourist attraction, etc. according to their respective responsibilities, and master the specific information of the threatened objects Interest. If the newly discovered hidden danger of geological disaster cannot be eliminated for a time, it shall be included in the group survey and group prevention system or the monitoring scope of relevant departments, and the person in charge of disaster prevention and the monitor shall be implemented point by point, and preventive measures shall be taken. Among them, the "two committees" of the villages (residents) threatened by geological disasters shall organize the monitoring responsible person and the residents of the threatened villages (residents) to carry out regular monitoring and patrol on the hidden danger points and vulnerable areas of geological disasters through the group survey and group prevention system. During the period of typhoon and rainstorm, the scope shall be expanded and the monitoring and patrol shall be intensified to find out the dangerous situation in time and prevent as early as possible. According to local conditions, we should make use of cable broadcast, tweeter, Gong and whistle, house by house notice and other means to timely send warning information of geological disasters to the people under threat, and timely organize the transfer of risk aversion.
Most of the geological disasters in our city are induced by heavy rainfall. In view of the possible heavy rainfall in the flood season, our city will also take effective measures such as transferring the threatened personnel in advance. When the daily rainfall of weather forecast may be more than 50 mm (rainstorm) or the accumulated process rainfall may be more than 50 mm (the mountain area outside the island may be more than 80 mm), the relevant person in charge of disaster prevention and the monitor shall be vigilant and pay attention to the prevention of possible geological disasters; in case of short-term heavy rainfall (more than 30 mm in 3 hours) and the rainfall is likely to continue, timely organize the transfer of threatened personnel Hedging.
It is understood that this year, our city will also strengthen the prevention of geological disasters for new construction projects in areas prone to geological disasters, urge project owners to carry out the risk assessment of geological disasters and implement the "three Simultaneities" (simultaneous design, construction and acceptance) system for geological disaster prevention, and strictly control new geological disasters caused by new construction projects.
