Large number of users make migration difficult

According to data from three major operators, by the end of February 2018, China Mobile had 895 million mobile users, of which 233 million were non 4G users; China Telecom had 259 million mobile users, of which 63 million were non 4G users; China Unicom had 290 million mobile users, of which 103 million were non 4G users.

It will take some time for the spectrum re cultivation to reach 5g

In April 2017, the European Council set a timetable for mobile operators to use 700MHz spectrum by 2020.

At the end of 2016, the Ministry of industry and information technology issued the reply on agreeing China Unicom to adjust part of the frequency for LTE networking, agreeing to the request of China Unicom to re cultivate 2G and 3G frequency resources for 4G network. At the beginning of 2017, China Unicom started 2G off grid work in some provincial companies.
On April 3, 2018, China Mobile was granted FDD license, but at present, the Ministry of industry and information technology has not allowed China Mobile to reinvent 2G frequency for 4G network construction.
