1. Application

2. Review

3. Approval
The sub district office of the township (town) people's Government where the women's household registration is located shall, after receiving the application and approval form for the birth of a second child signed and sealed by the village (residence) committee or the unit, verify the information of the applicant and whether it is published on the public list, and then submit it to the administrative department of population and family planning at the county level. The administrative department of population and family planning at the county level shall examine and approve the decision within 20 working days.
4. Certificate issuance
If the application for a second birth of a husband and wife who are both farmers is approved by the population and family planning administration at the county level by the township (town) population and family planning administration, it shall be approved and issued by the township (town) population and family planning administration.
