Three detours of Luoyang Peony Culture Festival invite you to choose
The 36th China Luoyang Peony Culture Festival is coming soon! At this time of the year, it's necessary to block traffic. The traffic restriction plan must be one of our most concerned things. On March 29, the traffic police detachment of Luoyang City announced the scheme of motor vehicle bypass and restriction (Draft for comments) during the 36th China Luoyang Peony Culture Festival. The scheme proposed three different ways of social vehicle restriction, and invited citizens to vote. Let's take a look at these three different traffic restriction schemes.
Scheme I of social vehicle restriction:
Restricted area: West of East Ring Road (excluding), east of West Ring Road (excluding), south of Longhai railway line and north of Guanlin Road (excluding).
Traffic restriction rules: from 8:00 to 19:00 every day from April 8 to May 1, motor vehicles with 'Yu C' number plate (including temporary plate, the same below) shall be restricted by the last Arabic number of license plate number (if the last one of license plate number is letter, the same below) from Monday to Friday.
Vehicles with license plates ending 1 and 6 are restricted on Monday
Vehicles with license plate numbers 2 and 7 are restricted on Tuesday
Vehicles with license plate numbers 3 and 8 are restricted on Wednesday
Vehicles with license plate numbers 4 and 9 are restricted on Thursday
Vehicles with license plates ending at 5 and 0 are restricted on Friday
On Saturday and Sunday (April 8, 14, 15, 21, 22, 28, 29, the same below), the vehicle shall be driven by the last Arabic digit of the license plate number on a single day and a double number (the number is 1, 3, 5, 7, 9, and the number is 2, 4, 6, 8, 0, the same below).
Scheme II of social vehicle restriction:
Restricted area: West of Xinjie nanxin'an Street (including), east of Huashan Road Zhongzhou West Road Qingdao Road Yingzhou Road (including), south of Longhai railway line, north of Luohe River (including Luoyang Bridge, Mudan bridge, Wangcheng bridge, Xiyuan bridge deck).
Traffic restriction rules: from 8:00 to 19:00 every day from April 8 to May 1, the motor vehicles with 'Yuc' number plate shall be operated in single day and double day according to the last Arabic number of the license plate number.
Scheme III of social vehicle restriction:
Restricted area: West of Xinjie nanxin'an Street (including), east of Huashan Road Zhongzhou West Road Qingdao Road Yingzhou Road (including), south of Longhai railway line, north of Luohe River (including Luoyang Bridge, Mudan bridge, Wangcheng bridge, Xiyuan bridge deck).
Traffic restriction rules: from 8:00 to 19:00 every day from April 8 to May 1, vehicles of 'Yu C' license plate shall be restricted by the last Arabic digit of the license plate number from Monday to Friday.
Vehicles with license plates ending 1 and 6 are restricted on Monday
Vehicles with license plate numbers 2 and 7 are restricted on Tuesday
Vehicles with license plate numbers 3 and 8 are restricted on Wednesday
Vehicles with license plate numbers 4 and 9 are restricted on Thursday

On Saturday and Sunday, according to the last Arabic number of the license plate number, the vehicle will be operated in single day and double day.
The following vehicles are not restricted
1. Non Yuc motor vehicles
2. Military vehicles, police vehicles, fire engines, ambulances, engineering rescue vehicles
3. Public electric (automobile) vehicles, taxi passenger transport (including reserved taxi passenger transport certified by transportation management department, excluding rental vehicles), school buses, motorcycles, buses with more than 12 seats
4. Administrative law enforcement vehicles and special vehicles for road obstacle removal with uniform logo painted on the body appearance
5. Environmental sanitation, garden, municipal (including sludge transportation), heat, water supply, power supply, gas supply, oil supply, communication, post (including newspaper distribution, express delivery), escort, insurance inspection, news interview, accident quick claim settlement, medical waste transfer and other special vehicles related to people's livelihood with uniform logo of body appearance spraying
Exceptional case
1. Vehicles used for weddings and funerals can be put on record by calling 122 toll free number one day in advance. On that day, the vehicles shall be driven according to the time and route of the record (it is strictly prohibited to block the number plate); if the vehicles of critical patients are investigated and punished in violation of the traffic restriction regulations, the situation can be explained to the traffic police department. If it is verified to be true, no punishment will be given.
2. Except for the transportation of fresh aquatic products, vegetables and other livelihood vehicles during the Peony Culture Festival, the freight vehicles with urban pass shall be subject to the notice of Luoyang Public Security Bureau on the restriction of freight vehicles and yellow label vehicles in urban areas issued on August 11, 2016.
Rules for freight vehicles
From April 8 to May 1, 2018, from 8:00 to 19:00 every day, Baimasi station, Fuhe station, Longmen station and Luoyang station of Lianhuo expressway are restricted from getting off the station (except for transporting fresh aquatic products, vegetables and other livelihood vehicles);
The section from Jincun railway bridge at the junction of Luobai road and Yanshi of the former 310 National Highway to Luochang road is restricted to heavy and medium-sized trucks. (freight vehicles can pass through other Luoyang ring expressway or cross g310 Yanshi & larr & rarr; g310 and G207 interchange & larr & rarr; G207 & larr & rarr; new g310 & larr & rarr; s238 Luochang Road).
Penalty for violation of regulations
Vehicles violating the traffic restriction will be fined 100 yuan and 3 points will be charged.
