3、 The public security organ shall intensify the crackdown on those who refuse to listen to the management dissuasion of village (residential) staff and gather people to make trouble. Where Party members, cadres and public officials are found to be disobedient to management, disobey persuasion and participate in gathering people to make trouble, the discipline inspection and supervision organs shall be held seriously accountable.
