The "five insurances and one fund" familiar to the public will become "four insurances and one fund".
The reporter learned from the Local Taxation Bureau of Anhui province that the general office of the State Council issued the pilot plan for the implementation of the combination of maternity insurance and basic medical insurance for employees in January this year. According to the actual situation and the basis of relevant work, two pilot projects for the implementation of the combination of insurance were carried out in 12 cities, including Hefei City, Handan City, Hebei Province, Jinzhong City, Shanxi Province. Hefei has become one of the 12 pilot cities in China to carry out two insurance mergers.
On the morning of February 2, the Tax Service Department of Luyang branch of Hefei Local Taxation Bureau issued the first "two insurance combination" social security payment voucher for Zhengqi Anhui Financial Holding Co., Ltd., marking the smooth start of the pilot collection and payment of maternity insurance and basic medical insurance for Hefei employees.
By the end of last year, about 1.8 million employees in Hefei had participated in the basic medical insurance, of which about 1.1 million had participated in the maternity insurance. After the "combination of two insurances", 1.8 million employees will enjoy the basic medical insurance and maternity insurance benefits. From January 1 to May 31 this year, the city paid 176 million yuan for maternity insurance and 2.048 billion yuan for medical insurance. After the combination of the two insurances, the premium of the two insurances shall be paid together.
According to the relevant person in charge of Anhui Local Taxation Bureau, after the merger of the two insurances, the payment rates of basic medical insurance units for employees are set as two types of registration.
It is understood that although maternity insurance and basic medical insurance belong to different types of insurance, they have a lot in common in the payment of medical treatment. The unified income and expenditure of the two insurance premiums does not involve the adjustment of maternity insurance treatment policy, but is implemented at the level of management and operation, which is not only conducive to improving the collection efficiency, reducing the handling cost, expanding the scope of mutual funds, and speeding up the birth The pace of insurance expansion has not increased the payment burden of the employer, nor has it affected the insured's enjoyment of maternity insurance benefits.
"Five insurances and one fund" refers to five kinds of social insurance and one accumulation fund, "five insurances" includes endowment insurance, medical insurance, unemployment insurance, work injury insurance and maternity insurance; "one fund" refers to housing accumulation fund. Among them, endowment insurance, medical insurance and unemployment insurance are premiums jointly paid by enterprises and individuals; industrial injury insurance and maternity insurance are totally borne by enterprises, and individuals do not need to pay. It should be noted here that the "five insurances" are statutory, while the "one gold" is not.
