On January 3, the Ministry of human resources and social security of the people's Republic of China and the State Post Office jointly issued the national vocational skill standard for couriers and the national vocational skill standard for express handlers.

In the great code of occupational classification of the people's Republic of China (2015 Edition) released in 2015, three occupations in the field of express delivery were added for the first time, namely, courier, express handler and express engineering technician.

According to the data, in 2018, the total business volume of China's postal industry reached 1234.52 billion yuan, and the business income (excluding the direct business income of postal savings bank) reached 790.47 billion yuan, with a year-on-year increase of 26.4% and 19.4% respectively. Among them, the volume of express business was 50.7 billion, with a year-on-year increase of 26.6%, ranking first in the world for five consecutive years, with more than 3 million express employees and more than 200000 new social employment per year, of which express workers and express processors accounted for 70% of the express employees.

After the promulgation of the professional skill standards for express operators in 2008, 540000 employees have held national professional qualification certificates.

According to the new national vocational skill standards, the occupations of courier and express handler are set at five levels respectively, and the work contents, skill requirements and relevant knowledge to be mastered at each level are clearly specified.

At the same time, the new standard has relaxed the requirements for the education level of couriers. It is adjusted from high school graduation (or equivalent education) to junior high school graduation (or equivalent education), which is conducive to promoting and expanding employment.

In addition, the "years of continuous employment in this occupation" in the application conditions is modified to "cumulative years of employment in this occupation or related occupations".
