At present, the new policy proposed by the football association includes the following aspects:

1、 From January 1, 2020, all local players and their clubs will sign new contracts, and all original contracts will be invalidated.

In the new contract, the pre tax annual salary of all local players shall not exceed 10 million yuan. For the original players with an annual salary of more than 10 million yuan, the Chinese Football Association provides two solutions: one is not to give any compensation.

The other is the excess part of the remaining contract, which shall be compensated by the original club by 30% - 50% according to the remaining years. For example, a player still has a three-year contract with his club. The annual salary of the original contract is 20 million, and the total contract amount is 60 million. However, according to the new deal, if the player still maintains the original three-year contract, but the annual salary can only be 10 million, and the total contract amount is 30 million, then the total compensation amount of the difference between the old and new contracts is about 9-15 million.

If this new deal is finally implemented, it will naturally cause a huge shock - whether this practice violates the labor law is not discussed in detail in this paper. However, the parties concerned have also made 'adequate preparations' for possible legal disputes: the player has the right to sue in the people's court. Whether he can win the lawsuit is one thing, but as long as the player sues in the court, the player cannot be registered with the Chinese Football Association within three years.

2、 From 2020, the top paid local players of 10million RMB per team before tax cannot exceed 6; There are still different wage standards under the top salary of RMB 10 million, and there are relevant restrictions on the number of people. At the same time, it will also stipulate that the total annual salary expenditure of local players of each club shall not exceed 150 million. If this measure is implemented, it will undoubtedly have a great impact on some rich clubs. At present, the annual salary of the local main players of the super rich clubs is almost more than 10 million yuan.

3、 According to the mediation fee standard previously set by the Football Association, the relevant clubs that introduce domestic players with capital expenditure of more than 20 million yuan shall pay the mediation fee in equal amount. In the new deal to be introduced this time, the standard line of aid adjustment fee for the transfer of local players has been significantly increased from the original 20 million yuan to 60 million yuan. However, it will also be stipulated that the annual net transfer expenditure of each club will not exceed 100 million yuan (including domestic and foreign aid). For example, if a club's transfer income is 60 million, the club's aid expenditure cannot exceed 160 million. In addition, the restriction on the introduction of five domestic aid workers per year may also be lifted under the new deal.

4、 Each team can have a 'super foreign aid', and the standard mediation fee for introducing aid is no more than 25 million euros. For other ordinary foreign aid, the standard of mediation fee for aid introduction shall not exceed 45 million yuan (about 5.78 million euros) according to the original standard.

Compared with these policies, the "four hats" policy introduced by China last year is simply "too gentle" & hellip& hellip; For example, the salary limit policy introduced last year only stipulates that 'for players to re sign the contract, the filed contract in 2018 shall prevail and continue to be recognized as valid until the contract is re signed according to the limit after the end of the contract. These policies have been discussed at previous relevant meetings in Shanghai and Jinan, but there is no final conclusion, because there are still many differences between clubs and between clubs and football associations.
