According to the latest regulations issued by the Ministry of industry and information technology on December 1, telecom enterprises fully implement the technical measures of portrait comparison in physical channels, and the network access procedures can be handled only after the portrait comparison is consistent. The Ministry of industry and information technology issued a document saying that in order to promote the real name registration management of telephone users according to law, effectively safeguard the legitimate rights and interests of citizens in cyberspace, effectively adapt to the new situation and meet new challenges faced by the prevention and control of telecom network fraud.
Recently, the general office of the Ministry of industry and information technology issued the notice on further improving the management of telephone user real name registration, guiding telecom enterprises to solidly carry out telephone user real name registration and consolidate the foundation for the construction of network integrity system.
1、 Ensure the consistency of ID card in telephone network access, innovate the use of artificial intelligence and other technical means, and require telecom enterprises to fully implement the technical measures of portrait comparison in physical channels from December 1, 2019. The network access procedures can be handled only after the portrait comparison is consistent.
2、 To further prevent and control the secondary reselling of telephone cards, telecom enterprises should improve the terms of the telecom service agreement by the end of November 2019, make it clear that users are not allowed to resell or resell telephone cards, and actively carry out publicity and reminder by making full use of posters, advertisements, SMS and other means to guide users to purchase telephone cards in formal business places.
In addition, the Ministry of industry and information technology pointed out that it is necessary to actively prevent the handling of cards without knowledge under the user name, require telecom enterprises to provide users with the service of querying the mobile phone number under the name through their own business hall from December 1, 2019, and immediately organize the verification and handling of the mobile phone number with objections from users, so as to effectively safeguard the legitimate rights and interests of the masses.
