The regulations require telecom business operators to establish and improve the service system and implement the main responsibilities of enterprises in accordance with the principles of user convenience, fairness, honesty and trustworthiness and cooperation, Provide users with high-quality number carrying network transfer service. On the evening of November 14, the three major operators released the implementation rules of number carrying network transfer service on their official websites.
The nationwide trial operation lasted about two weeks. On the afternoon of November 22, the information and communication administration of the Ministry of industry and information technology held a national teleconference on the trial operation analysis of the "number carrying network transfer" system in Beijing to summarize the trial operation, analyze the existing outstanding problems and study and formulate solutions, including the relevant principals of the information and communication administration of all provinces, autonomous regions and municipalities directly under the central government, the three operators and the Institute of information and communication. According to the meeting released on the official website of the Ministry of industry and information technology, the trial operation has achieved overall results, but some provinces and cities have prominent problems such as illegal setting of carrying out conditions, and there is still a gap between the 'number carrying network transfer' service and user expectations.
As early as November 2010, the first batch of number carrying network transfer pilot projects were launched in Tianjin and Hainan. In December 2018, operating enterprises in Tianjin, Hainan, Jiangxi, Hubei and Yunnan launched the new business acceptance process of number carrying network transfer. In 2019, the official service of "number carrying network transfer" nationwide will finally meet with the majority of users.
