The Municipal Commission of housing and urban rural development recently signed a memorandum of cooperation on collecting illegal information of public rental housing from the basic financial credit information database with the credit investigation management department of the people's Bank of China. The two sides agreed that for public rental households with illegal use behaviors such as subletting, lending, vacancy and unauthorized decoration, the housing administration department will not only impose administrative penalties in accordance with the measures for the administration of public rental housing, but also incorporate their penalty information into the credit investigation system of the people's Bank of China.

The measures for the administration of public rental housing stipulates that when the lessee has one of the following five acts, it shall return the public rental housing leased by him: lending, subletting or exchanging the leased public rental housing without authorization; Changing the purpose of the leased public rental housing; Destroying or decorating the rented public rental housing without authorization and refusing to restore it to its original state; Engaging in illegal activities in public rental housing; Idle public rental housing for more than 6 months without justified reasons.

Last year, the city further improved the supervision and management system and mechanism for the use of public rental housing. After investigation and verification, if a public rental family does have illegal use and is disqualified from various types of affordable housing, the housing security departments of each district shall record the information about the disqualification of various types of affordable housing in the bad information file. At the same time, the family is not allowed to apply for public rental housing (including market rental subsidy) and jointly owned housing again within 5 years from the date of the disqualification decision. If the family applies again after 5 years and obtains the filing qualification, it shall be mainly guaranteed by market rental subsidy.

The inclusion of public rental housing violations into the personal credit investigation system can be said to have initially established a joint disciplinary mechanism to form a deterrent of "one dishonesty, limited everywhere".
