Circular of the State Council on carrying out the Seventh National Census

People's governments of all provinces, autonomous regions and municipalities directly under the central government, ministries and commissions under the State Council and institutions directly under the State Council:
According to the statistics law of the people's Republic of China and the regulations on national population census, the State Council decided to carry out the Seventh National Population Census in 2020. The relevant matters are hereby notified as follows:
1、 General requirements
（1） Guiding ideology. *** Ensure that the data of the seventh national census are true and accurate, and comprehensively and objectively reflect China's population development.
（2） Census purpose. The seventh national census is a major survey of national conditions and strength carried out in the new era of socialism with Chinese characteristics. It will comprehensively find out the number, structure, distribution and urban and rural housing of China's population. In order to improve the population development strategy and policy system, promote long-term balanced population development, scientifically formulate national economic and social development plans, and promote high-quality economic development, We will embark on a new journey of building a modern socialist country in an all-round way, march towards the second Centennial goal, and provide scientific and accurate statistical information support.
2、 Census object, content and time
The objects of the census are natural persons within the territory of the people's Republic of China at the standard time point of the census and Chinese citizens who have not settled outside the people's Republic of China, excluding overseas persons who stay in the people's Republic of China for a short time.
The census mainly investigates the basic situation of population and households, including name, citizenship number, gender, age, nationality, education level, industry, occupation, migration, marriage and childbirth, death, housing, etc.
The standard time point of the census is 0:00 on November 1, 2020.
3、 Organization and Implementation
The seventh national census involves a wide range, many participating departments, high technical requirements and great difficulties. All regions and departments should earnestly do a good job in the publicity, organization and implementation of the census in accordance with the principle of "unified national leadership, division and cooperation of departments, local responsibility at different levels and joint participation of all parties".
In order to strengthen the organization and leadership, the State Council has decided to establish a leading group for the seventh national census to be responsible for the research and decision-making on major issues in the organization and implementation of the census. The office of the Census Leading Group is located in the National Bureau of statistics and is specifically responsible for the organization and implementation of the census. All member units shall, in accordance with the division of functions, assume their respective responsibilities, cooperate fully and cooperate closely to jointly do a good job in the census. Timely measures should be taken to solve the difficulties and problems encountered in the census.
Local people's governments at all levels shall set up corresponding census leading groups and their offices to earnestly do a good job in the census work in their own regions. We should give full play to the role of sub district offices, township governments, residents' committees and villagers' committees, widely guide, mobilize and organize social forces to actively participate in and seriously cooperate in the census.
Local census institutions may, according to their work needs, recruit or borrow qualified census instructors and census takers from relevant units. In order to stabilize the census team and ensure the smooth progress of the census, the labor remuneration of recruiters shall be paid in time, the wages, welfare and other benefits of seconded personnel in the original unit shall remain unchanged, and their original jobs shall be retained.
4、 Fund guarantee
The expenses for the seventh national census shall be borne by the central and local people's governments at all levels, included in the corresponding annual financial budget, allocated on time and ensured in place.
5、 Job requirements
（1） Adhere to the census according to law. All regions and departments should conscientiously do a good job in the census in accordance with the requirements of laws and regulations such as the statistics law of the people's Republic of China, the regulations on the implementation of the statistics law of the people's Republic of China and the regulations on the national census. The data obtained from the census shall be strictly limited to the purpose of the census and shall not be used as the basis for any department or unit to assess, reward and punish the administrative work at all levels. The data obtained in the census that can identify or infer the identity of a single census object shall not be used as the basis for specific administrative acts such as punishment against the census object.
（2） Ensure data quality. Establish and improve the quality traceability and accountability mechanism of census data. The statistical institutions of people's governments at all levels should strengthen the investigation, punishment and notification of violations of discipline and law in the census work, resolutely put an end to the phenomenon of human interference in the census work, and ensure the smooth progress of the census work and the authenticity and accuracy of the census data. For those responsible for statistical discipline violations found in the census that should be punished by Party and government discipline or organization, the statistical institution shall put forward punishment suggestions according to the regulations and timely transfer them to the appointment and removal organ, discipline inspection and supervision organ or organization (personnel) department.
（3） Improve the level of informatization. Carry out census registration electronically and explore the use of smart phones to collect data. Widely apply departmental administrative records, promote the application of big data in the census, and improve the efficiency of census data collection and processing. Strengthen the protection of citizens' personal information throughout the process. Census institutions at all levels and their staff must strictly perform the obligation of confidentiality, and it is strictly prohibited to disclose or sell citizens' personal information to any institution, unit or individual.
（4） Strengthen publicity. Census institutions at all levels shall, together with publicity departments, earnestly plan and organize census publicity. Adopt various means to widely and deeply publicize the significance and requirements of the seventh national census, guide the majority of census objects to cooperate with the census according to law, truthfully declare census projects, and create a good public opinion environment for the smooth implementation of the census.
