How do I register?

Article 13 of the Regulations stipulates that an individual applying for dog keeping registration shall meet the following conditions:

(1) Have full capacity for civil conduct;

(2) Have a fixed residence and live alone.

Where to register?

To apply for dog keeping registration, the applicant shall go to the local public security police station where his residence is located.

If a dog breeder changes his domicile or contact information, he shall go through the change registration at the local public security police station within 15 days from the date of change.

What procedures do you need?

If an entity applies for keeping dogs, it shall hold the entity qualification certificate, the identity certificate of the legal representative of the entity, the dog immunization certificate, the list of dogs and relevant certificates that meet the conditions specified in Article 12 of these regulations;

If an individual applies for keeping a dog, he shall carry the dog and hold the identity certificate of the dog keeper, the dog immunization certificate and the relevant certificates that meet the conditions specified in Article 13 of these regulations.

The public security police station shall make a decision on whether to approve the registration within two working days from the date of receiving the application for keeping a dog. If the conditions are met, it shall be registered and the dog logo shall be registered; If it does not meet the conditions, it shall not be registered, and the reasons shall be explained in writing.

How much do you charge?

A management fee of 500 yuan will be charged for each dog in the first year and 100 yuan will be charged for each dog from the second year.

The management fee for keeping sterilized dogs shall be halved from the second year of sterilization. If blind people raise guide dogs and disabled people raise support dogs, management fees shall be exempted.

Dogs are immunized

Dog breeders shall send their dogs to an animal diagnosis and treatment institution established according to law for immunization against rabies and other epidemics, and obtain a dog immunization certificate.

Dog breeders shall immunize dogs again 30 days before the expiration of the validity period of immunization.

The public security organ will establish a dog management information system and an electronic file for dog management

The public security organ shall establish a dog management information system and an electronic file for dog management, and share information such as registration, immunization and supervision with the agricultural and rural, health, urban and rural management, market supervision and other departments.

The following information shall be recorded in the electronic archives of dog keeping management:

(1) The name, address and contact information of the dog owner;

(2) Type, main physical characteristics (Photos), birth time and immunity of dogs;

(3) Punishment records for violation of dog management regulations;

More places have introduced new policies for raising dogs and increased fines

The "most stringent dog keeping order" in Taiyuan is implemented at the same time as the "Regulations of Yinchuan City on the administration of dog keeping". The new rules also clearly stipulate many details in daily life.

For example, the regulations also emphasize that when carrying dogs for outdoor activities, they should be led with a traction rope within 1.5m, and should take the initiative to avoid pedestrians.

The regulations of Guangzhou Municipality on the administration of dog keeping (Revised Draft) proposes that if a dog is carried for outdoor activities without being led by a dog rope, or fails to comply with other provisions of the regulations, resulting in the injury of a dog to others, the public security organ may confiscate the dog and impose a fine of 10000 yuan on the dog keeper.

In addition, according to the new regulations of Taiyuan, if the traction belt is not tied inside and outside the key management areas or the length of the traction belt exceeds 1.2m, the public security organ shall impose a fine of 50 yuan on the spot in accordance with the provisions of the administrative punishment law.

Yinchuan's policy is also clear that the comprehensive law enforcement department of the county (city) and District People's government will give a warning and impose a fine of 50 yuan on the behavior of walking the dog without pulling the rope. If the circumstances are serious, the dogs shall be confiscated.

Abandonment and abuse of dogs should also be prosecuted

In the laws and regulations of many cities, the punishment measures for maltreatment and abandonment of dogs are also clear. Arbitrarily abandoning pet dogs will face fines.

For example, Taiyuan's new regulations expressly prohibit the organization and participation in 'dog fighting' activities. Abandonment or maltreatment of dogs is prohibited.

In terms of punishment measures, those who maltreat dogs shall be ordered by the public security organ to make corrections; Those who refuse to make corrections shall be fined 500 yuan; If a dog is abandoned, the public security organ shall order it to be taken back or sent to the dog detention and inspection institution of the public security organ; Whoever refuses to take back or send the dog to the dog detention and inspection institution of the public security organ shall be fined 500 yuan.

Yinchuan's regulations also clearly stated that dogs should not be abandoned.
