The Ministry of education and the Ministry of Finance announced the list of proposed construction units of high-level higher vocational schools and specialty construction plan with Chinese characteristics (hereinafter referred to as the "double high plan") on the 25th, and a total of 197 higher vocational schools were selected.
The reporter checked the list and found that 10 higher vocational schools such as Beijing Vocational College of Electronic Science and technology and Jinhua Vocational and technical college were selected as high-level school construction units (Grade A), 20 higher vocational schools such as Beijing Industrial Vocational and technical college and Liaoning Transportation College were selected as high-level school construction units (grade B), Beijing Vocational College of Finance and trade More than 20 higher vocational schools such as Tianjin Light Industry Vocational and technical college were selected as high-level school construction units (grade C), more than 20 higher vocational schools such as Beijing Agricultural Vocational College and Beijing Information Vocational and technical college were selected as high-level professional group construction units (Grade A), and nearly 60 Higher Vocational schools such as Beijing labor security Vocational College and Shandong Transportation Vocational College were selected as high-level professional group construction units (Grade B), More than 50 higher vocational schools such as Beijing Transportation Vocational College and Qinhuangdao vocational and technical college were selected as the construction units of high-level professional group (grade C).
According to the relevant person in charge of the Ministry of education, from the perspective of provincial layout, the 197 proposed units publicized cover 29 provinces. From the perspective of specialty layout, the declared 389 specialty groups cover 18 major categories of Higher Vocational Majors, and the five major categories with the largest distribution are equipment manufacturing, transportation, electronic information, finance and trade, agriculture, forestry, animal husbandry and fishery. From the perspective of industrial layout, there are 113 professional groups serving strategic emerging industries, 112 for modern service industry, 100 for advanced manufacturing industry, 32 for modern agriculture and 32 others.
The person in charge also said that the selection work defined the basic conditions at the provincial, school and professional levels, especially the nine landmark achievements at the school level, which are all major reform tasks of the Ministry of education in unified deployment and promotion and oriented to the higher vocational front in recent years. They are oriented to all higher vocational schools and through competitive selection, highlighting fair opportunity and fair process.
It is reported that the "double high plan" fully implements project performance management. The results of performance evaluation will be used as an important basis for adjusting the amount of project fund support. We will increase support for projects with strong fund-raising and remarkable construction results. For projects with poor fund-raising, slow implementation progress and limited construction effectiveness, warn and reduce the amount of financial support as appropriate. For projects with major problems and no improvement after rectification, the project construction shall be suspended. The project unit that suspends the construction shall not apply for the "double high plan" project again.
What is more noteworthy is that the "double high plan" has a support cycle every five years, and implements a management mechanism of total amount control, dynamic management, annual evaluation, expiration assessment, in and out, and the survival of the fittest. " At the end of each support cycle of the "double high plan", the project owner shall submit the acceptance report as required, and submit it to the two departments for review after passing the provincial acceptance. The review results shall be published and used as an important basis for project selection in the next cycle.
