In a global business environment competition, China has achieved a significant leap in ranking for two consecutive years. Last year, the ranking of China's business environment jumped from 78th to 46th; This year, it jumped from 46 to 31.

On October 24, the World Bank released the 2020 business environment report. Among the 190 economies in the world, China has implemented a record eight business environment reforms in the 12 months ended May 1 this year, ranking 31st in the global business convenience, 15 higher than the previous year.

Due to the vigorous promotion of the reform agenda, China has ranked among the top ten economies with the greatest improvement in the global business environment for the second consecutive year.

Rui Ze, director of the China Bureau of the world bank, said: "China has made great efforts to improve the domestic business environment of small and medium-sized enterprises, maintained a positive pace of reform, and made commendable progress in a number of business environment indicators, especially in the field of handling construction permits."

Systematic improvement of 10 indicators

The optimization of the business environment has become a global competition.

Since 2004, the world bank has issued the business environment report every year, expanding its coverage from 133 economies to 190 economies at present. In order to assess the business environment of each economy, the world bank mainly investigates 10 indicators: start-up of enterprises, handling of construction permits, access to electricity, registration of property, access to credit, protection of small and medium-sized investors, taxation, cross-border trade, execution of contracts and bankruptcy. The higher the ranking, the more favorable the regulatory environment of the economy is for the start-up and operation of enterprises.

In order to get a good place in the global ranking, economies have launched a number of targeted reform measures.

Among them, China has implemented a record eight business environment reforms. For example, China has made significant improvements in the construction permit processing process and improved its global ranking in this index. At present, it takes 111 days to apply for construction permit in China, and the full score of 15 points is obtained on the quality index of this index, which is higher than the average level of 132 days and 9.4 points in East Asia.

China strengthened the protection mechanism for minority investors, and the global ranking rose to 28th, higher than the regional average ranking of 99th and the average ranking of 46th among OECD high-income economies.

We will continue to promote reform and promote the global ranking of these indicators. This year, the index of handling construction permit increased by 88, ranking 33rd in the world; The second is the protection index of small and medium-sized investors, up 36 places and ranking 28th in the world.

Ning Jizhe, director of the national development and Reform Commission, said at the briefing of the National Information Office on the 23rd that in the current international competition, the business environment has become more important and even one of the core competitiveness.

Since the benchmarking of business environment indicators in 2017, China has spared no effort in optimizing the business environment. In October this year alone, the executive meeting of the State Council focused on the business environment for two consecutive times.

Wu Qi said that optimizing the investment and business environment is not only the main means taken by countries to attract foreign investment, but also conducive to improving the development environment of private enterprises and small and micro enterprises and promoting economic transformation and upgrading for China. The continuous optimization of China's business environment has led to the increase of enterprise activity and the accelerated influx of foreign capital. Data show that from January to September 2019, 30871 foreign-invested enterprises were newly established in China, with an actual use of foreign capital of 683.21 billion yuan, a year-on-year increase of 6.5%.
