The international blind day, also known as the blind day and the white cane day, originated in 1984. The inaugural meeting of the World Blind Union held in Riyadh, the capital of Saudi Arabia, determined that October 15 of each year is the 'international blind day'.
On September 18, 1989, the China Disabled Persons' Federation issued a notice requiring all localities to hold appropriate celebrations by provincial (municipal) blind associations, with the assistance of business departments and in combination with local conditions during the annual international blind day, so as to activate the life of the blind and reflect the national and social care for the blind.
The international blind day, also known as the white cane Festival, was determined by the world organization for the blind at the Riyadh conference in 1984. October 15 of each year is selected as the international blind day by the general assembly, which is attended by 348 representatives from 80 countries and regions.
