1、 Effectively improve the political position

The retired soldiers were once the backbone of army construction and an important human resource for economic and social development. All departments at all levels should earnestly improve their political position, take the resettlement of retired soldiers as an important political task in accordance with the deployment of the Party Central Committee, the State Council, the Central Military Commission and the work requirements of the provincial Party committee and the provincial government, perform the resettlement responsibilities and national defense obligations without conditions and discounts, significantly improve the sense of gain and honor of retired soldiers, and make soldiers a career respected by the whole society. No department, trade or unit may refuse to accept and place retired soldiers for any reason.

2、 Promote the improvement of resettlement quality

(1) Strictly implement policies and regulations. We will further strengthen the rigidity and implementation of policies and ensure that all retired soldiers assigned by the government are assigned to government organs, institutions and state-owned enterprises. Among them, the proportion assigned to organs and institutions shall not be less than 40%; For other state-owned enterprises, in addition to the central enterprises stationed in Shandong, the proportion of provincial and municipal enterprises divided into districts shall not be less than 70%.

(2) Prepare resettlement plan scientifically. Veterans affairs departments at all levels, together with organizations, institutional staffing, human resources and social security, and state-owned assets supervision and administration departments, shall prepare and issue resettlement plans for retired soldiers of government organs, institutions and state-owned enterprises according to the number and distribution of retired soldiers arranged by the government every year. State owned, state-controlled and state-owned capital dominated enterprises shall review and report the annual receiving plan according to 5% of the number of newly recruited employees in the whole system of the enterprise, and implement it according to the plan after review.

All localities shall provide sufficient resettlement posts according to the number of retired soldiers arranged by the government every year and the proportion of no less than one person and one post. It is not allowed to provide enterprise posts that are on the verge of bankruptcy or have production difficulties, as well as posts in cities divided into districts that are not located in the same place as the resettlement of retired soldiers. Central enterprise posts are not included in the number of Posts provided by the territory.

(3) Strengthen the overall planning of resettlement plans. If the resettlement task at the county level is relatively heavy, the municipal level can make overall arrangements within its own administrative region, and if the resettlement at the municipal level is difficult, the provincial level can make overall arrangements. The personnel arranged by the superior shall be approved by themselves and shall not be limited by the location of their registered permanent residence. The public security department shall settle down with the retirement certificate and the letter of introduction.

3、 Reform the measures for receiving and resettlement

(1) Relax restrictions on relocation. Soldiers whose parents' registered permanent residence is changed during their active service may be resettled with either of their parents. Upon my application, I can also be placed in the domicile of either spouse or spouse's parents. Retired soldiers resettled in other places shall go to the public security organ for settlement on the strength of their retirement certificates and settlement introduction letters, and enjoy the same resettlement treatment as retired soldiers in the resettlement place.

(2) Standardize the approval of relocation. For centralized handover and relocation of retired soldiers arranged by the government, it shall be examined and approved by the Provincial Department of Veterans Affairs. For ex servicemen who are directly transferred to resettlement sites, the government shall arrange work, and for ex servicemen who are resettled in cities across provinces and districts, the Provincial Department of ex servicemen affairs shall examine and approve them; Relocation across counties (cities, districts) shall be examined and approved by the Municipal Department of Veterans Affairs divided into districts.

(3) Flexible employment is allowed. If a retired soldier who chooses to be arranged by the government returns to the local place and gives up arranging work benefits, after his application is confirmed, the people's Government of the resettlement place shall issue a one-time employment subsidy according to 80% of the sum of the one-time retirement pension and the local one-time economic subsidy he should receive for independent employment in the army, At the same time, enjoy various preferential policies to support the employment and Entrepreneurship of ex servicemen. Retired soldiers who joined the army before the implementation of the regulations on the placement of retired soldiers, if they are voluntary, may also be implemented in accordance with the provisions on self employment of retired soldiers.

(4) Adhere to strict and standardized management. If the government arranges the work, the retired soldier does not choose the post without justified reasons, does not choose flexible employment or self employment, or refuses to obey the work arranged by the people's Government of the resettlement place within 15 working days after issuing the resettlement letter of introduction, he shall be deemed to have given up the work treatment arranged; If he is investigated for criminal responsibility according to law during the period of work to be arranged, his arranged work benefits shall be cancelled; In case of fraud to obtain resettlement treatment, relevant resettlement treatment shall be cancelled.

4、 Protect rights and interests according to law

(1) Arrange work in time. The receiving unit shall, within one month after issuing a letter of introduction from the Veterans Affairs Department of the people's government at the place of resettlement, arrange for retired soldiers to take up their posts. If the receiving unit fails to take up the post in accordance with the regulations for reasons other than the retired soldiers themselves, it shall pay the retired soldiers living expenses month by month from the month when the letter of introduction is issued and at a standard not less than 80% of the average salary of the personnel with the same conditions of the unit until they take up the post.

(2) Implement post treatment according to law. Retired soldiers enjoy the same length of service, the same type of work, the same post and the same level of treatment as regular employees of their unit. If the military service is more than 10 years, the receiving enterprise shall sign an open-ended labor contract with it, and the receiving institution shall sign an employment contract with it with a term of not less than 3 years. No department, industry or unit shall introduce discriminatory measures against retired soldiers, and it is strictly prohibited to replace receiving and resettlement in the form of labor dispatch. During the period when retired soldiers are to be arranged for work, the people's government at the place of resettlement shall pay living subsidies month by month according to the minimum wage standard of the previous year.

(3) Timely connect the social insurance relationship. During the working period to be arranged as stipulated by the state, the people's Government of the resettlement place shall pay the basic old-age insurance premium and the payment part of the basic medical insurance unit for the retired soldiers in accordance with the provisions of the document No. [2018] 27 issued by the Ministry of veterans, and the expenses required shall be arranged by the financial funds at the same level of the people's Government of the resettlement place.

(4) Adhere to the sunshine resettlement method. Adhere to the sunshine resettlement method with the main content of "four openness and one supervision" (open resettlement policies, open resettlement achievements, open resettlement positions, open post selection and accept social supervision), take the performance of retired soldiers during their active service as the main basis for work arrangement, and ensure that retired soldiers with long service time and great contribution can give priority to post selection. On the premise of ensuring fairness and justice, we will explore post selection methods such as "through train" and "two-way choice" to promote the adaptation of people to posts and the best use of their talents.

5、 Further strengthen organizational leadership

(1) Improve the working mechanism. Under the leadership of Party committees and governments at all levels, veterans affairs departments take the lead, and relevant departments cooperate and cooperate closely to jointly do a good job in the employment and resettlement of retired soldiers arranged by the government. The Veterans Affairs Department is responsible for receiving and reviewing archives, handling receiving procedures, taking the lead in formulating resettlement plans, verifying the quantitative score of service performance, approving flexible employment applications, organizing job selection, handling distribution procedures, and issuing relevant subsidies; The organization and Veterans Affairs Department shall be responsible for the transfer of relations between Party members and organizations of retired soldiers; The organization, institutional establishment, human resources and social security departments shall cooperate with the Veterans Affairs Department to formulate and implement the resettlement plan of public institutions; The human resources and social security department is responsible for handling the transfer procedures of social insurance relations; The state-owned assets supervision and administration department shall be responsible for formulating and implementing the resettlement plan for state-owned enterprises; The public security department is responsible for handling settlement and other work; The medical security department is responsible for the transfer of medical insurance relations; The financial department is responsible for fund guarantee and other work; Other relevant departments shall do relevant work according to their responsibilities.

(2) Strengthen supervision and inspection. Veterans affairs departments at all levels shall follow up and understand the work situation in a timely manner by means of regular dispatching and notification, on-site supervision and inspection, etc. In combination with the importance, work intensity and task completion of local units, circulate a notice of praise or criticism, and rectify the problematic areas and units within a time limit. After the annual receiving and resettlement work, the employing unit receiving and resettling retired soldiers shall report the implementation of resettlement tasks to the Veterans Affairs Department at the same level, and the Veterans Affairs Department at the lower level shall report the implementation of resettlement tasks to the Veterans Affairs Department at the higher level.

(3) Be held accountable according to law. Veterans affairs departments at all levels shall, in conjunction with relevant departments, establish a responsibility back inspection system and study and formulate measures for the implementation of accountability. For areas where policies are not implemented in place and units that reject retired soldiers, they shall be ordered to make rectification within a time limit by means of interview, supervision, listing and media exposure; For those who refuse to make rectification, the person in charge and the person directly responsible of the relevant unit shall be held accountable according to law and regulations.

(4) Pay attention to publicity and guidance. Before soldiers retire every year, veterans affairs departments at all levels go to the resident forces to carry out more than two "policy camp" activities; During the period when retired soldiers are to be arranged for work, they should help them integrate into society better and faster by issuing publicity materials, answering policy advice, and combining centralized discussion with individual conversation. We should vigorously publicize and praise advanced models who have made contributions in different posts, guide the majority of retired soldiers to cherish their honor, do not forget their original intention, and consciously become defenders and promoters of reform, development and stability.

The implementation opinions shall be implemented from September 1, 2019 and shall be valid until August 31, 2024. All localities shall formulate specific implementation measures and implement relevant regulations and tasks according to the implementation opinions.
