The circular requires that delivery enterprises should strengthen the safety inspection of goods delivered during celebrations, implement the main responsibility of safety management, strictly abide by the regulations on the management of goods prohibited from delivery, and seriously implement the safety management systems such as receiving and sending inspection, real name receiving and sending, and machine security inspection.
Strictly implement the receiving, posting and inspection system. Articles prohibited from posting and delivering, articles whose safety cannot be confirmed, and articles rejected by the sender shall not be accepted and posted. During the period from September 15 to October 2, 2019, it is strictly prohibited to receive and post low altitude slow small aircraft and parts, toys such as' remote control mines' and 'bomb alarm clock' sent to Beijing.
Strictly implement the real name receiving and posting system. Except for letters and express mail delivered by users who have signed a security agreement, the posting and delivery enterprises shall check and register the identity of the sender and the articles posted and delivered, and can receive and post only after confirming that the ID card is the same and the articles posted and delivered are the same with the registration information; If the sender refuses to show a valid identity document, the identity information filled in the mail detail sheet, express waybill and other service documents is inconsistent with the valid identity document, the ID card is inconsistent, or refuses to register its valid identity document information, it shall not be received or sent.
Strictly implement the machine passing security inspection system. From September 15 to October 2, 2019, local delivery enterprises must pass the X-ray machine security inspection for mail express to Beijing, and affix or paste the receiving and sending inspection and machine passing security inspection marks one by one. The security inspection marks shall indicate the security inspection unit and security inspection province. Beijing post and delivery enterprises shall fully implement secondary security inspection for landing mail express and local mail express, and return all mail express without passing the security inspection mark, and shall not forward or deliver.
