This problem is also of great concern to the society. There are three problems around rare earth.
China is the world's largest rare earth reserves and production country. In this context, strengthening the development and utilization of rare earth resources plays an important and positive role in the development of China's economy and the world economy.
In order to promote the high-quality development of rare earth industry, recently, our committee has held three consecutive symposiums, and you have seen the relevant information. We listened to the opinions and suggestions of industry experts, key enterprises and relevant places. The purpose of this symposium is to accelerate the construction of a development pattern of rare earth industry with reasonable industrial structure, advanced scientific and technological level, effective protection of resources and orderly production and operation, and promote the high-quality development of China's rare earth industry. At this symposium, the comrades attending the symposium put forward many very targeted opinions and suggestions, including strengthening the export control of rare earths mentioned by the reporter friend just now, strengthening the all-round supervision of rare earths, establishing the traceability and review mechanism of the whole export process, and accelerating the development of rare earth new materials and high-end application industries.
At present, the national development and Reform Commission is working with relevant departments to sort out and study the relevant opinions and suggestions collected at the three symposiums one by one. On the basis of in-depth investigation and scientific demonstration, we will pay close attention to studying and issuing relevant policies and measures to give full play to the special value of rare earth as a strategic resource. For example, in view of the current illegal production in the rare earth industry, we will strengthen the rectification and standardization of the industry, build a long-term supervision mechanism and standardize the development order of the industry. In view of the historical arrears of ecological and environmental protection in the rare earth industry, we will solidly promote the ecological restoration and environmental governance of mines, accelerate the R & D and application of rare earth green mining and smelting separation technology, and promote the green development of the rare earth industry. For another example, in view of the insufficient application of high-end industries in the rare earth industry, we will improve the innovation incentive mechanism, support enterprises to strengthen intellectual property protection, break through a number of key core technologies and improve the competitiveness of the industry.
With regard to whether the rare earth you mentioned last will become a means of counteracting Sino US economic and trade frictions, what I want to say is that at present, the global industrial chains are closely linked, and there will be no development and progress without coordination and cooperation. China has been actively safeguarding the multilateral trading system, supporting economic globalization, adhering to the policy of openness, coordination and sharing, promoting the development of China's rare earth industry, and is willing to meet the legitimate needs of the development of countries around the world with rare earth resources and products. However, mutual benefit and win-win results require sincere maintenance by all parties. We are firmly opposed to some countries ignoring world trade rules and undermining the globalized industrial chain. If anyone tries to use China's rare earth resources to make products to curb and suppress China's development, we are also firmly opposed. thank you.
