The reporter noted that, following the "Guangzhou parking lot management regulations" implemented in October last year, which stipulates that it is not allowed to "only sell but not rent", on May 23, the official website of Guangzhou Municipal Commission of housing and urban rural development issued the "management measures for the rental and sale of parking spaces and garages of Guangzhou real estate development projects" (hereinafter referred to as the "management measures"), which stipulates that it will be implemented from May 23 and will be valid for five years.

According to the administrative measures, the parking spaces and garages planned for parking cars within the building zoning shall first meet the needs of the owners.

Among them, Article 4 clearly stipulates that before the construction unit of a real estate development project sells the parking spaces and garages planned to be used for parking cars in the building division, it must go through the initial registration to confirm the ownership. If the parking spaces and garages planned for motor vehicle parking within the residential building zoning have not been sold, the construction unit shall lease them. The construction unit shall complete the planning acceptance according to law before renting the parking spaces and garages planned for parking cars in the building division, and shall not refuse to provide parking services in the name of "only sell but not rent".

The administrative measures also pointed out that the way of selling goods should specify the planned number and location of parking spaces and garages, rental and sales methods, charging standards and selling prices of motor vehicle parking services in the sales plan, and publicize them at the sales site.

According to the management measures, the owner can only purchase one parking space or garage for each house purchased. On the premise that the owner can purchase or rent one parking space or garage, the remaining parking space and garage can be sold to the owner who needs to purchase two or more parking spaces or garages.

Article 46 of the measures of Guangzhou Municipality for the supervision and administration of housing transactions stipulates that if real estate development enterprises and other real estate development units rent and sell parking spaces (garages) without going through the publicity and filing procedures of rental and sale plans, or rent and sell parking spaces (garages) in violation of regulations, the competent real estate administration department shall order them to make corrections within a time limit and impose a fine of more than 30000 yuan and less than 50000 yuan on the unit.
