Since January, the third party has paid 50000 for personal transactions and transferred more than 200000 or monitored.

On July 13, the people's Bank of China issued the relevant requirements for non bank payment institutions to carry out large transaction reports: Taking the customer as the unit, the cash receipts and payments with a single or cumulative transaction amount of more than 50000 yuan and a foreign currency equivalent of more than 10000 US dollars on the same day need to be reported.

The central bank stipulates that non bank payment institutions (including WeChat payment and Alipay's three party payment) should submit large transaction reports in accordance with the provisions of this circular from January 1, 2019.

Among them, the non bank payment institution shall take the customer as the unit, calculate and report the following large transactions unilaterally and cumulatively according to the capital income or expenditure:

(1) Cash receipts and payments with single or cumulative transaction amount of more than 50000 yuan (including 50000 yuan) and foreign currency equivalent of more than 10000 US dollars (including 10000 US dollars) on the same day.

(2) Transfer of single or cumulative transaction amount of more than 2 million yuan (including 2 million yuan) and foreign currency equivalent of more than 200000 US dollars (including 200000 US dollars) between non natural person customer payment account and other accounts on the day of occurrence.

(3) Transfer of domestic funds with single or cumulative transaction amount of more than 500000 yuan (including 500000 yuan) and foreign currency equivalent of more than 100000 US dollars (including 100000 US dollars) on the day when the payment account of natural person customer and other accounts occur.

(4) Cross border transfer of single or cumulative transaction amount of more than 200000 yuan (including 200000 yuan) and foreign currency equivalent of more than 10000 US dollars (including 10000 US dollars) on the day when the payment account of natural person customer and other bank accounts occur.

The people's Bank of China may adjust the reporting standards for large transactions as needed.

The specific elements, contents, report format and filling requirements of large value transaction report shall be separately formulated by the people's Bank of China. Other requirements for non bank payment institutions to carry out large transaction reporting shall be implemented in accordance with the relevant provisions of the measures for the administration of large transaction and suspicious transaction reporting of financial institutions.

In other words, starting next year, when you spend 50000 yuan a day and transfer more than 200000 yuan, you may be listed as a large suspicious transaction by the central bank for monitoring.

However, these transaction reports do not need to be submitted by individuals and enterprises, and do not affect the normal legal and compliant transaction payment.

The central bank said that non bank payment institutions should submit large transaction reports electronically within five working days from the date of completion of large transactions. The completion of large transactions shall be subject to the actual transfer of funds to the payment account or bank account.

What behaviors can be exempted from reporting large transactions?

The central bank stipulates that non bank payment institutions may not report large value transactions that meet one of the following conditions if no transaction or suspicious behavior is found:

(1) The party to the transaction is party organs at all levels, state power organs, administrative organs, judicial organs, military organs, organs of the people's Political Consultative Conference, the people's Liberation Army and the armed police force, but does not include all kinds of enterprises and institutions subordinate to them.

(2) Handling fees charged by non bank payment institutions for handling relevant businesses for customers.

(3) The transaction background is the payment of water, electricity, gas and other public utilities.

(4) Other circumstances determined by the people's Bank of China.

The people's Bank of China may adjust the scope of exemption for large value transactions as needed.
