In addition, there is a difference between the face-to-face signature binding through the traffic management business window and the real name binding of 'traffic management 12123' mobile app. The window face-to-face signature can bind up to 3 vehicles not under my name at the same time, and only one vehicle not under my name can be bound with app. If you want to apply for binding a person who is not your own motor vehicle at the traffic management business window, you need to bring the original ID card and motor vehicle driving license, accompanied by the owner, and the owner also needs to bring the original ID card and motor vehicle driving license.
It's impossible to bind and deduct after violating the rules:
