What are the new regulations on property qualification?

1、 The competent administrative departments of housing and urban rural development or real estate of the people's governments at or above the county level (hereinafter referred to as the competent administrative departments of property management) shall be responsible for the supervision and administration of property management activities within their respective administrative areas, and shall perform the following duties according to law:

(1) Supervise and manage the quality of property service;

(2) Provide business guidance, training, supervision and management to property service enterprises, their employees and members of owners' Committee;

(3) Supervise and manage property bidding activities;

(4) Guide and supervise the property undertaking inspection and the withdrawal and handover activities of property service enterprises;

(5) Handle complaints in property management;

(6) Supervise and manage the deposit and use of special maintenance funds;

(7) Establish and improve the electronic information platform of property management;

(8) Other duties stipulated by laws and regulations.

2、 The property management house shall be allocated by the construction unit free of charge, and its expenses shall be included in the development and construction cost. The property right belongs to all owners. No unit or individual shall buy, sell or mortgage, and shall not change its purpose without the consent of the owners' meeting. The office space of the owners' committee shall be arranged from the property management space, with an area of no less than 20 square meters.

For newly-built properties, the construction unit shall allocate property management houses according to a certain proportion of the total construction area of the property management area, and meet the following requirements:

(1) If the area is less than 20000 square meters, the area of property management room shall not be less than 80 square meters; The part exceeding 20000 square meters to 200000 square meters shall be allocated according to the proportion of four thousandths; The part exceeding 200000 square meters to 300000 square meters shall be allocated according to the proportion of 3 ‰; The part exceeding 300000 square meters shall be allocated according to the proportion of two thousandths;

(2) It shall be relatively centralized, have basic use functions and office conditions such as water, power, communication, lighting and ventilation, and be equipped with independent and qualified water, electricity and other metering devices.
