Article 68 If a motor vehicle driver has accumulated 12 points in a scoring cycle, the traffic management department of the public security organ shall detain his motor vehicle driver's license.

A motor vehicle driver shall, within 15 days, attend a seven-day study of road traffic safety laws, regulations and related knowledge at the traffic management department of the public security organ at the place where the motor vehicle driver's license is issued or where the illegal act is committed. After a motor vehicle driver participates in the study, the vehicle administration office shall conduct an examination of road traffic safety laws, regulations and relevant knowledge within 20 days.

Those who pass the examination shall have their scores cleared and their motor vehicle driver's license returned; Those who fail in the examination shall continue to take part in study and examination. Those who refuse to participate in the study or accept the examination shall be announced by the traffic management department of the public security organ that their motor vehicle driver's license shall be stopped.

If a motor vehicle driver achieves 12 points or accumulated scores of more than 24 points twice in a scoring cycle, the vehicle management office shall also conduct a road driving skill test within 10 days after passing the examination of road traffic safety laws, regulations and relevant knowledge. Those who accept the road driving skill test shall take the test according to the highest permitted driving model specified in their motor vehicle driving license.

Article 69 If a motor vehicle driver fails to score 12 points within a scoring cycle and the fine imposed has been paid, the points shall be cleared; If the score does not reach 12 points, but there is still a fine unpaid, the score shall be transferred to the next scoring cycle.

According to Annex 4 of regulations on application and use of motor vehicle driver's license

1、 If a motor vehicle driver commits any of the following illegal acts, 12 points shall be recorded at a time:

(1) Driving a motor vehicle that is inconsistent with the permitted driving model;

(2) Driving a motor vehicle after drinking alcohol;

(3) Driving operating buses (excluding buses) and school buses carrying more than 20% of the approved number of people;

(4) Escaping after causing a traffic accident, which does not constitute a crime;

(5) A motor vehicle driving on the road does not hang a motor vehicle number plate, or deliberately covers, defiles or fails to install a motor vehicle number plate in accordance with the provisions;

(6) Using forged or altered motor vehicle number plates, driving licenses, driving licenses, school bus signs, or using other motor vehicle number plates and driving licenses;

(7) Driving a motor vehicle to reverse, reverse, or turn around through the central separation belt on an expressway;

(8) Driving an operating bus to stop in the lane of an expressway;

(9) Driving more than 20% of the specified speed on expressways and urban expressways, driving more than 50% of the specified speed on roads other than expressways and urban expressways, or driving other motor vehicles more than 50% of the specified speed;

(10) Continuously driving medium-sized or above passenger cars and dangerous goods transport vehicles for more than 4 hours without stopping for rest or for less than 20 minutes;

(11) Driving a school bus without obtaining the school bus driving qualification.
