In the author's opinion, the right to use electric bicycles is a reasonable extension and appropriate expansion of pedestrian access rights. Moreover, the use of electric bicycles has become a living habit of many people. Whether as a right or as a convenient living habit of the people, the government department can not arbitrarily deprive it. In this regard, it is equally important for urban public transport construction and managers to provide space for electric bicycle driving and protect this kind of right and convenience of the people, as well as to protect the right of pedestrians to walk.

But in fact, some cities put the cart before the horse in traffic planning, design and traffic management. Motor vehicle lanes are becoming wider and wider, the space for pedestrians and non motor vehicles is becoming narrower and narrower, and the rights of pedestrians are squeezed again and again. Traffic management is also alienated into giving priority to ensuring the driving space of motor vehicles. As a result, pedestrians or non motor vehicles have to compete with motor vehicles, resulting in chaos and disorder in public transport space. Therefore, if electric bicycles cause traffic chaos and disorder, the important reason is that the urban public transport system planning does not delimit an inviolable independent driving space for electric bicycles and does not respect the right of electric bicycles.

Therefore, when city managers ban electricity, they actually use unreasonable governance measures to remedy the negative consequences of their putting the cart before the horse planning and design, and deprive and restrict a more basic right to protect another privilege. This is unreasonable.

Moreover, electric bicycle is not only a fairly environmentally friendly way of travel, but also greatly diverts people traveling by motor vehicles and relieves the pressure on motor vehicle driving space. In this sense, electric bicycles do not aggravate, but reduce the traffic pressure of the city. If electric bicycles are banned on the road and electric vehicle drivers are driven to motor vehicles, it will inevitably worsen urban traffic conditions, increase the burden of motor vehicle space and aggravate urban congestion. I'm afraid this result is not what city managers want to see.

In the final analysis, the problem of electric bicycle is still a problem of management. It is difficult to manage, so the government needs to improve the management level and innovate the management mode, rather than arbitrarily and willfully prohibit and restrict travel, transfer the problems here to other places and push the problems in this scope to other fields.
