History of Arbor Day

In May 1912, shortly after the establishment of the Nanjing Government of the Republic of China, where Sun Yat Sen was the interim president, the Ministry of agriculture and forestry was established, with a mountain forest department in charge of national forestry administrative affairs. In November 1914, the first forest law in modern Chinese history was promulgated.

In 1915, Ling daoyang, Han an, Pei Yili and other foresters were impressed by the national forestry depression and wrote to Zhou Ziqi, Minister of agriculture and Commerce of the Beiyang government, advocating that the annual Qingming Festival be the 'Chinese tree planting day'.

In July 1915, at the initiative of Sun Yat Sen, the then Beiyang government officially ordered to take the annual Qingming Day as the tree planting day. Designated sites and selected tree species. Governments, organs and schools at all levels throughout the country attended the Arbor Day ceremony and engaged in tree planting as scheduled. After the completion of the northern expedition in 1928, on April 7, the Kuomintang government ordered the whole country: "the Qingming tree planting day in the old calendar should be changed to the tree planting ceremony commemorating the death of the prime minister". On February 9, 1929, the Ministry of agriculture and mining promulgated Article 16 of the Provisional Regulations on tree planting in various provinces commemorating the death of the prime minister. Yi Peiji, Minister of agriculture and mining of the executive yuan of the national government, actively advocated afforestation in accordance with Dr. Sun Yat Sen's instructions. He submitted it to the Executive Yuan and the national government in February 1930. The week from March 9 to 15 was the "afforestation campaign Publicity Week", and a tree planting ceremony was held on the 12th anniversary of Dr. Sun Yat Sen's death.

In 1956, Mao Zedong issued the call of "greening the motherland" and "realizing the landscape of the earth". China has launched the "12-year greening campaign", with the goal of "basically eliminating wasteland and mountains within 12 years, and planting trees according to specifications and greening in all houses, villages, roads, water and wasteland and mountains, that is, in all possible places."

In 1979, at the proposal of Deng Xiaoping, the sixth meeting of the Standing Committee of the Fifth National People's Congress decided that March 12 of each year was China's tree planting day. In February 1979, according to the proposal of the State Council, the Standing Committee of the National People's Congress officially adopted the resolution to designate March 12 as tree planting day every year.

On December 13, 1981, the fourth session of the Fifth National People's Congress discussed and adopted the resolution on launching the national voluntary tree planting campaign. This is the first major resolution made by the highest organ of state power on greening the motherland since the founding of the people's Republic of China. Since then, the national voluntary tree planting campaign has been implemented throughout the country as a law.

On tree planting day in 1982, Comrade Deng Xiaoping took the lead in setting an example and planted the first tree of the voluntary tree planting movement on Yuquan mountain in Beijing.

In September 1984, the general provisions of the revised forest law of the people's Republic of China adopted at the seventh meeting of the Standing Committee of the Sixth National People's Congress stipulates that 'afforestation and forest protection are the obligations of citizens', thus bringing afforestation into the scope of law.

On March 12, 1990, the Ministry of Posts and Telecommunications issued a set of four stamps "greening the motherland", the first of which was "voluntary tree planting by the whole people".
