According to the research and decision of the Ministry of Finance and the Ministry of human resources and social security, the 2019 national intermediate and advanced qualification examination for accounting professional technology (hereinafter referred to as the intermediate and advanced qualification examination) is scheduled to be held in September 2019, all in a paperless manner. The examination schedule and related matters of 2019 intermediate and advanced qualification examination are hereby notified as follows:
1、 Examination registration
（1） Basic conditions
Applicants for the intermediate and advanced qualification examination shall meet the following basic conditions: ⑴ adhere to principles and have good professional ethics; (2) earnestly implement the accounting law of the people's Republic of China, the national unified accounting system and relevant financial laws, regulations, rules and regulations, and have no serious violations of financial discipline; (3) perform post responsibilities and love their own work.
（2） Specific conditions
1. Intermediate qualification
In addition to the basic conditions, the personnel who apply for the intermediate qualification examination must also meet one of the following conditions: ⑴ obtain a college degree and have been engaged in accounting for at least 5 years; (2) obtain a bachelor's degree and have been engaged in accounting for at least 4 years; (3) obtain a double bachelor's degree or graduate class, and have been engaged in accounting for at least 2 years; (4) obtain a master's degree and have been engaged in accounting for at least 1 year; (5) obtain a doctorate.
The above-mentioned educational background or degree refers to the educational background (degree) recognized by the state administrative department of education. The relevant accounting working years refer to the sum of the accounting working hours of the candidates before and after obtaining the specified education, and the deadline is before the end of the year of examination registration. Those who have passed the national unified examination, obtained the intermediate qualification of economics, statistics and audit, and have the above basic conditions can sign up for the intermediate qualification examination.
When reviewing the registration conditions of candidates, candidates shall submit education or degree certificates or relevant professional and technical qualification certificates, resident identity certificates (Hong Kong, Macao and Taiwan residents shall submit their own valid identity certificates) and other materials. 2. Advanced qualification
In addition to meeting the basic conditions, the personnel who register for the senior qualification examination shall also meet one of the following conditions: (1) the basic conditions for holding the post of senior accountant stipulated in the trial regulations on accounting professional posts. (2) The qualification evaluation conditions for the application of senior accountants in the region and department approved by the provincial finance, human resources and social security department or the central unit.
Candidates shall submit corresponding materials according to local specific requirements.
2、 Examination subjects
（1） Intermediate qualification: the examination subjects include intermediate accounting practice, financial management and economic law.
（2） Advanced qualification: the examination subject is advanced accounting practice.
Personnel participating in the intermediate qualification examination shall pass the examination of all subjects within two consecutive examination years before obtaining the intermediate qualification certificate. Those who have participated in the advanced qualification examination and met the national qualification standards can download and print the examination qualified transcripts on the national accounting qualification evaluation network. It is valid to participate in the qualification review of senior accountants within 3 years.

4、 Examination time and schedule
（1） Examination time
The intermediate qualification examination will be held from September 7 to 8, 2019, in two batches; September 9 is a spare time for the intermediate qualification examination. What does an extra day of standby mean?
The specific examination time of each subject of intermediate qualification is as follows:
The examination date of advanced qualification advanced accounting practice is Sunday, September 8, 2019, and the examination time is 8:30-12:00.
（2） Examination schedule
1. Before January 31, the examination management institutions of all provinces (regions and cities) and Xinjiang production and Construction Corps (hereinafter referred to as the provincial examination management institutions) shall announce the examination related matters such as the subjects, examination time, registration date, registration method and so on of the 2019 intermediate and Senior Qualification examination in their respective regions.
2. Before March 31, local examination management institutions shall complete the registration of 2019 intermediate and advanced qualification examination in their respective regions. From March 10 to 31, the registration and payment system for the intermediate and advanced qualification examination of the national accounting qualification evaluation network was opened. Within the above-mentioned time, the provincial examination management institutions shall determine the registration start time of their own region, and the examination registration and payment shall be ended at 24:00 on March 31.
3. Before August 15, each provincial examination management organization shall announce the starting and ending time of online printing of admission cards for intermediate and Senior Qualification Examinations in its region.
4. Organize intermediate and advanced qualification examinations from September 7 to 8.
5. Before September 16, a national marking conference will be held to deploy the marking of intermediate and advanced qualification examinations, and print and distribute the standard answers and scoring standards of subjective test questions.
In 2019, we will continue to implement online marking throughout the country and carry out the pilot work of centralized online marking of intermediate and advanced qualification examinations.
6. Before October 15, each provincial examination management organization shall organize and complete the evaluation of the intermediate and Senior Qualification Examination in its own region, submit the evaluation data (CD) to the accounting department of the Ministry of Finance and the accounting qualification evaluation center at the same time, and attach the written report of the reported data and evaluation work in its own region.
In the process of marking the examination papers, all provincial examination management institutions shall pay attention to the investigation of identical examination papers. For suspected identical examination papers, experts shall be organized to screen and judge them. If the situation is true, it shall be handled in accordance with the provisions on the handling of violations of discipline and rules in the qualification examination of professional and technical personnel (Order No. 31 of the Ministry of human resources and social security).
7. Before October 19, we will complete the random inspection and acceptance of the evaluation quality, issue and publish the 2019 intermediate and advanced qualification examination results on the national accounting qualification evaluation network. All provincial examination administrations shall also publish their examination results, consultation telephone numbers and e-mail addresses. After the announcement of the examination results, if the candidates have doubts about the scores, the provincial examination management institutions can provide them with the detailed scores of relevant subjects.
8. Areas that implement the post examination examination of the registration conditions of candidates shall complete the examination of the registration conditions of candidates within one month after the announcement of the examination results, and submit relevant information and written reports of qualified candidates who meet the registration conditions to the accounting department of the Ministry of Finance and the accounting qualification evaluation center of the Ministry of finance.
9. Before November 30, all provincial examination management institutions shall complete the sealing, registration and archiving of the materials related to the annual examination, and submit the 2019 examination summary to the accounting department of the Ministry of Finance and the accounting qualification evaluation center.
5、 Other requirements
（1） Local examination management institutions shall organize online registration according to the uniformly specified time and procedures, strictly grasp the registration conditions, and carefully and responsibly review the registration qualification.
（2） Each provincial examination management organization shall complete the pre examination preparations such as the training of invigilators and examination staff 2 days before the beginning of the examination, complete the detection of all examination sites, examination rooms and examination machines 1 day before the beginning of the examination, and make preparations to prevent and crack down on cheating.
（3） All regions and central units may, according to the actual situation of Accountants in their own regions and departments, determine the effective use standards for the post qualification evaluation of senior accountants in their own regions and departments in 2019 within the scope of the use standards determined by the national accounting examination office, and report to the national accounting examination office for the record.
（4） Based on the examinee oriented principle, examination management institutions at all levels should improve their service awareness, be serious and responsible, carefully and carefully do a good job in all links of examination management, so as to ensure the successful completion of all work of 2019 intermediate and senior qualification examination.
