The "national phase VI motor vehicle pollutant emission standard" includes two parts: light vehicle pollutant emission limits and measurement methods (China phase VI) and heavy diesel vehicle pollutant emission limits and measurement methods (China phase VI). The Ministry of environmental protection and the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China issued on December 23, 2016 and June 22, 2018 respectively, the emission limits and measurement methods of pollutants from light vehicles (China phase VI) will be implemented from July 1, 2020, and the emission limits and measurement methods of pollutants from heavy diesel vehicles (China phase VI) will be implemented from July 1, 2019.

Beijing Municipal Bureau of ecological environment recently issued a letter on Soliciting Opinions on the circular on the implementation of phase VI motor vehicle emission standards in Beijing (Draft for comments) (hereinafter referred to as the "Circular").

According to the circular, since July 1, 2019, heavy gas vehicles sold and registered in Beijing and heavy diesel vehicles in public transport and sanitation industry must meet the requirements of national phase VI B standard. From January 1, 2020, light gasoline vehicles and heavy diesel vehicles in other industries sold and registered in Beijing must meet the requirements of national phase VI B standard. Among them, the light gasoline vehicle standard is implemented step by step according to the time node, and the specific requirements are as follows:

According to the Beijing Municipal Bureau of ecological environment, the light gasoline vehicles mentioned in the circular refer to M1, M2 and N1 vehicles with a maximum design total mass of no more than 3500kg as defined in the emission limits and measurement methods of light vehicles (China phase VI) (GB 18352.6-2016); Heavy diesel vehicles and heavy gas vehicles refer to m2, m3, N1, N2 and N3 vehicles and M1 vehicles with a total mass greater than 3500kg as defined in emission limits and measurement methods of pollutants for heavy diesel vehicles (China phase VI) (GB 17691-2018).

The circular requires that all vehicles purchased before the implementation date of the standards specified in this Circular (subject to the date of purchase invoice) and transferred from other provinces and cities to Beijing (subject to the transfer registration date of motor vehicle registration certificate) meet the requirements of phase V emission standards, Within one month after the implementation date of the standards specified in this circular, the vehicle registration formalities can be continued, and they will not be handled within the time limit.

For each motor vehicle sales unit, the circular requires to organize and arrange the sales plan in advance, earnestly implement the requirements of the national phase VI motor vehicle pollutant emission standard, implement the responsibilities of the sales subject, express the relevant contents in the business place, and inform the buyers of the relevant provisions. For the sale of vehicles that do not meet the national six B emission standards after the implementation date of the standards specified in this circular, the market supervision department shall investigate the legal responsibility according to law.
