1. Pretending to be a ghost to scare people is just to amuse people and make them happy. If it does not cause substantial infringement, it will not bear legal responsibility. Excessive jokes will be morally criticized.
2. If the situation is serious, the offender shall be punished for violating personal safety.
Legal basis: Article 42 of the law on administrative penalties for public security, whoever commits one of the following acts shall be detained for not more than five days or fined not more than 500 yuan; if the circumstances are serious, he shall be detained for not less than five days but not more than 10 days and may also be fined not more than 500 yuan: (1) threatening others' personal safety by writing threatening letters or by other means; (2) openly insulting others or fabricating facts to slander others; （3） Fabricating facts to falsely accuse and frame another person in an attempt to make another person subject to criminal investigation or punishment by the administration of public security; (4) threatening, insulting, beating or retaliating against a witness and his close relatives; (5) repeatedly sending obscene, insulting, intimidating or other information to interfere with the normal life of another person; (6) peeping, secretly taking photos, eavesdropping on or spreading the privacy of another person.
