A pending case 22 years ago was finally solved today. What happened before?
22 years ago, a robbery and homicide with guns shocked the whole country happened in Oasis jewelry store in Ningbo City, Zhejiang Province. Two security guards on duty were shot dead, and about 11 kilograms of platinum and gold jewelry were robbed, worth more than 1.6 million yuan at that time. At 14:21 on March 29th, the suspect, who had been holding a series of gun robbery and murder cases across Ningbo and Shaoxing in Zhejiang, was arrested in a chess card room of the Jiyang street in the lower square gate village of Zhuji, which has been broken for 22 years.

Four masked robbers committed crimes in 13 years
In the early morning of December 6, 1995, a big armed robbery and murder happened in Oasis jewelry store. A masked robber robbed 11 kg yellow and white gold jewelry.
Oasis jewelry store was located at 178 Zhongshan East Road, Haishu District, Ningbo City. It is a row of six storey buildings, located in the most prosperous area of Ningbo City.
According to the police investigation, the jeweler has rich anti detection ability. With the help of external wall cables and air-conditioning plug-in machine, he climbed into the main machine room on the sixth floor of the jewelry store, and then slid down the elevator shaft to the business hall on the first floor.
After meeting two security guards on patrol, they were quickly subdued and bound. Later, he pried open four safes in the hall with tools, robbed yellow and platinum ornaments worth more than 1.6 million yuan, and killed two security guards with pistols before escaping.
When the police arrived, a pair of homemade mufflers, a homemade four section crowbar, a bone handle dagger, a bundle of military backpack rope and a pair of rubber insulated gloves were left at the scene.
In Ningbo in the early 1990s, there were only a few jewelry stores, oasis jewelry store opened in the downtown, and the suspect showed extreme ferocity and calmness. All these made this case the most popular topic in the streets at that time.
After the incident, the police made every effort to carry out the investigation work, but for various reasons such as technical means, the case has not been solved for a long time, and it has become a common "sticking point in the throat" of Ningbo people.
Within a few years after the robbery and murder of oasis jewelry store, there were three robberies in Shaoxing.
At about 1 am on April 7, 1998, a case of armed robbery and murder occurred in Yuecheng District Supply and marketing building of Shaoxing City. The suspect entered the building masked, met with the security personnel of the building near the jewelry cabinet of the shopping mall on the second floor, shot the security personnel and fled the scene.
At about 2:30 a.m. on January 22, 2004, the suspect ran into the 100th goods store in Zhuji City and met the personnel on duty on the second floor. He stabbed and wounded the personnel on duty with a sharp knife and a 54 pistol, and then fled the scene.
At 21:05 on November 6, 2007, the suspect fled to the Zhuji chain store of Zhejiang Jiarui jewelry, Genta Road, Jiyang street, Zhuji City, in an attempt to carry out electric shock killing, and then fled the scene.
Although the three cases in Shaoxing have caused great repercussions for the safety of people's lives and property, they have not caused great repercussions.
The police invested a lot of manpower and material resources to solve the four cases. After the comparison of traces and evidence, the four cases were confirmed to be committed by the same person. The Public Security Department of Zhejiang Province investigated the series of cases, which were listed and supervised by the Ministry of public security.
In the 13 years from 1995 to 2007, the suspects committed four crimes successively. The police have been persistent in their investigation, and the reward has increased from 200000 yuan to 500000 yuan. However, the trace of the suspects is still difficult to be confirmed.
The task force has been pursuing murderers for 22 years
In 1995, after the first case occurred, Zhejiang Provincial Public Security Department set up a special headquarters. Successive leaders of the Department have paid close attention to the investigation work, and have deployed capable police forces throughout the province to fully support the special investigation.
At the same time, the special project headquarters has repeatedly announced the case in the media, mobilized the masses to actively report, expanded the sources of clues, and checked the key personnel reported by the masses one by one.

In this series of armed robbery and homicide cases, Zhejiang public security has sorted out more than 400 volumes of files, including a special file reference room and a material evidence room.
In the past 22 years, the police of the special task force have traveled hundreds of thousands of kilometers in all provinces and cities except Tibet and Taiwan, inspected and compared more than 12 million pieces of trace evidence, and inquired about hundreds of millions of information and data.
Since Xu Jiaai, member of the Standing Committee of the Zhejiang provincial Party committee and director of the provincial public security department, arrived in Zhejiang, he has paid close attention to the investigation work of this case. He went to the special case headquarters to visit the special case team members and listen to the progress report of the investigation work. The investigation of the whole case has been strongly supported by the Ministry of public security. On February 28, 2017, the Criminal Investigation Bureau of the Ministry of public security organized 14 national criminal investigation experts to Zhuji for consultation and guidance, which provided strong technical support for solving the case.
Tamping the foundation and reducing the scope of work
Since 2010, Ningbo Public Security Bureau, on the basis of reorganizing the relevant information of the case, digitized the massive information of the preliminary investigation, and input all the information into the public security information system for collision comparison.
At the same time, it issued an announcement to the public to extensively collect clues, followed up and implemented more than 2160 clues provided by the masses throughout the country one by one, and organized special forces to go to Yunnan, Guangxi, Guangdong, Fujian and other places to verify and eliminate key clues one by one.
Since November 23, 2016, Ningbo public security organs have mobilized the public security organs in Yuyao, Haishu, Cixi and other places according to the organization and deployment of the provincial department. They have gone all out to investigate the relevant material evidence and personnel investigation of the four cases, and formed four working groups of information, investigation, video and technology. They have analyzed more than 75000 person times of personnel information, and investigated and screened more than 1600 key personnel one by one, And set up one person one file.
Among them, 60 policemen organized by Yuyao public security organ screened and reviewed all the video surveillance involved in the series of cases, fully exploited the potential of video data, viewed more than 1500 trillion videos and recorded more than 16000 pieces of information.
These works provide information support for data collision and big data analysis, and narrow the scope of work for investigation and case solving.
In the process of specific case detection, Shaoxing public security organs make every effort to promote the investigation work of various special cases, actively expand the ways of information and data collection, and carry out centralized information collection for key industry personnel and residents in key areas according to the preliminary investigation work and material evidence verification work of the four cases and the conditions of portraying suspects. At the same time, we should strengthen the collection and analysis of the existing case data, electronically file more than 1000 files and thousands of megabytes of video data, and organize the competent police force to study and analyze again.
Shaoxing police also insisted on taking the physical evidence involved in the case as the breakthrough point, focusing on the systematic and comprehensive verification and comparison of the trace physical evidence extracted from the scene of the robbery and homicide case in Yuecheng '1998 & middot; 4 & middot; 7' supply and marketing building, and the biological samples extracted from the remains of the robbery and homicide case in Zhuji '2007 & middot; 11 & middot; 06'.
In the 19-year investigation process, from the extraction and comparison of each biological sample to the investigation of each key investigation group, many criminal policemen retired and transferred with regret in the process of searching for a needle in a haystack. However, Shaoxing Criminal Investigation Bureau stuck to it and successfully narrowed the scope of investigation.
Key breakthrough of trace evidence
November 23, 2016 is an important turning point in the investigation of this case. Zhejiang Provincial Public Security Department transferred relevant police services and backbone forces from Ningbo and Shaoxing to form a new investigation team to launch a new round of breakthrough in this series of cases.
The project headquarters is located in Zhuji, which is divided into six investigation groups: biological material breakthrough group, video breakthrough group, key crowd investigation breakthrough group, and data modeling analysis breakthrough group. The work is carried out by taking multiple measures, and each group leader is led by the criminal investigation team.
In order to make the whole investigation work efficient, orderly and effective, the project headquarters has defined the 20 word working principle of "unified command, combination of sections, division of responsibilities, regular consultation and information sharing".
The new team actively explores new ways and methods of detection work, based on big data investigation thinking, starting from the correlation of four case scenes, especially the material evidence involved in the case, carries out supplementary analysis and judgment on all kinds of evidence.
It is understood that only four months after its establishment, members of the ad hoc group collected and analyzed more than 1200 gigabytes of video data, compared more than 13.93 million fingerprints collected through multiple channels, inspected and identified more than 30000 newly collected biological samples, and re screened more than 10000 key personnel.
According to the comprehensive evaluation of the preliminary work, the project headquarters successfully portrayed the relevant conditions of the suspect and further narrowed the scope of investigation.
For example, in addition to factors such as male, age and height, the project headquarters also made it clear that the suspect had mechanical processing skills, had been to the border area between China and Myanmar, had a foothold or related person in the place where the case happened, and had not been dealt with by the public security organs since 2005. After capture, the characteristics of the suspects and the conditions depicted by the ad hoc group are basically consistent.
In March 27th, the relevant members of the project headquarters carried the suspect biological samples from the scene to the Criminal Investigation Bureau and the two of the Ministry of public security and worked together with the expert group.
At noon on March 29, after expert consultation, the trace evidence extracted by Shaoxing Public Security Bureau was compared successfully. The special team found that Xu, who was born in Linhai, Taizhou and currently lives in Jiyang street, Zhuji City, was suspected of committing a major crime.
Thrilling scene arrest
On the afternoon of March 29, Li Weiting, member of the Party committee, deputy director of the Public Security Department of Zhejiang Province and commander in chief of the special project, took command of the special project headquarters. Under the organization of Yu Liujiang, executive deputy commander in chief, he dispatched elite police forces from the provincial public security department, Shaoxing Public Security Bureau, Ningbo Public Security Bureau and Zhuji Public Security Bureau to carry out the arrest operation.
